771 <br />SPECIAL MEETING JULY 27, 1977 <br />A special meeting of the Board of Public Works was convened at <br />3:50 p.m. on Wednesday, July 27, 1977 by President Patrick M. <br />McMahon, with Mr. McMahon, Mr. Brunner and Mr. Mullen present. <br />BLOCK PARTY APPROVED <br />Ralph Brandenborg submitted a request to the Board for permission <br />to hold a Block Party on Saturday, July 30 from 2:00 p.m. to <br />10:00 p.m. on Essex Drive, from Byron to Preston. The Bureau of <br />Traffic and Lighting reviewed the request with the Police Department <br />Traffic Detail and indicated there would be no objection to the <br />street closing. Upon motion made by Mr. McMahon, seconded by Mr. <br />Brunner and carried, the Block Party was approved. <br />LETTER FROM MEMORIAL HOSPITAL FILED RE: VACATION RESOLUTION NO. 3443 <br />The Board continued the public hearing on Vacation Resolution No. 3443, <br />the petition of Memorial Hospital to vacate four alleys, with the <br />understanding that Memorial Hospital would consider the request of <br />the Board to screen Navarre Street, from Lafayette Street to the first <br />alley, and Bartlett Street, from Lafayette Street to Main Street, with <br />hedge or fencing. The following letter was read: <br />"Board of Public Works <br />Gentlemen: <br />July 27, 1977 <br />This is to advise that as attorney for Memorial Hospital of <br />Bend, I have been authorized by the Board of Directors to <br />commit the hospital to construct at least a four foot high <br />green webbed cyclone fence along the south side of its real <br />estate on Navarre Street from Lafayette Boulevard to the <br />west side of the proposed parking entrance to its parking lot <br />on Navarre Street. <br />The hospital also hereby commits itself to construct the same <br />type fence along the north side of its real estate on Bartlett <br />Street from the east side of the apartment building located on <br />the southeast corner of Lafayette Boulevard and Bartlett Street <br />to the west side of Main Street, excluding the entrance to the <br />parking lot on Bartlett Street. <br />The hospital further commits iteslf to construct either the <br />same type fence or hedge planting on the west side of the <br />real estate from the south end of its present hedge planting <br />to the corner of Lafayette Boulevard and Navarre Street. <br />Construction of all of said fencing will be completed as soon as <br />possible after the contractor completes the improved parking <br />lots for the hospital located in the block north of Navarre <br />Street between Lafayette Boulevard and Main Street, all to be <br />finished within the 1977 building season. <br />Very truly yours, <br />s/ Bruce C. Hammerschmidt <br />The Board discussed the commitment in the letter and raised a question <br />.over the statement in Paragraph Three that screening on Lafayette <br />Boulevard, which is partially complete and which consists of hedge, <br />would be continued with either hedge or fence. It was the opinion <br />of the Board that all the screening on Lafayette Boulevard would be <br />hedge. The Board requested that Mr. Hammerschmidt be asked for <br />clarification regarding the completion of the screening on Lafayette <br />
