REGULAR MEETING <br />JULY 25, 1977 <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m. on Monday, July 25, 1977 by President Patrick M. McMahon, <br />with Mr. McMahon, Mr. Brunner and Mr. Mullen present. Deputy City <br />Attorney Terry A. Crone was also present. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Mr. Brunner reported that the minutes of the July 18, 1977 meeting <br />had been reviewed and he made a motion that the minutes be accepted <br />as submitted. Mr. McMahon seconded the motion and it carried. <br />OPENING OF BIDS - LIGHTING FOR WESTERN -WALNUT UNDERPASS <br />This was the date set for receiving bids for the lighting of the <br />Western Avenue -Walnut Street Underpass. The Clerk tendered proofs <br />of publication�_of notice in the South Bend Tribune and in the Tri- <br />County News, which were found to be sufficient. The following bids <br />were opened and publicly read: <br />Arrow Electric Company <br />South Bend, Indiana <br />Bid - $5,654.20 <br />Morse Electric Company <br />South Bend, Indiana <br />Bid - $5,693.00 <br />Bid was signed by Harold Markward, <br />non -collusion affidavit was in <br />order and a 5% bid bond was submitted. <br />Bid was signed by Edward H. Morse, <br />non -collusion affidavit was in order <br />and a 5% bid bond was submitted. <br />Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, <br />the bids were referred to the Bureau of Traffic and Lighting for <br />review and recommendation. <br />OPENING OF BIDS - SALE OF OLD STREET DEPARTMENT GARAGE PROPERTY <br />This was the date set for receiving bids for the sale of the old <br />Street Department Garage property located at 718 N. Niles Avenue. <br />The Clerk tendered proofs of publication of notice in the South Bend <br />Tribune and the Tri-County News which were found to be sufficient. <br />The offering price established for the property was $65,025.00. <br />The following bid was read: <br />Morse Electric Company - Total Bid - $66,000.00. <br />This was the only bid submitted. Upon motion made by Mr. McMahon, <br />seconded by Mr. Brunner and carried, the bid was referred to the <br />Department of Public Works for review and recommendation. <br />PUBLIC HEARING CONTINUED - GRADY THOMPSON, INDEPENDENT CAB COMPANY <br />This was the date set for a hearing to show cause why the Certificate <br />of Public Convenience and Necessity held by Gr"ady Thompson, Independent <br />Cab Company, should not be revoked because Mr. Thompson has no <br />liability insurance and no centrally located office open twenty-four <br />hours a day as required by the Municipal Code. Mr. Thompson was <br />notified by certified letter of the hearing today and a receipt <br />acknowledging acceptance of the letter was signed by Mr. Thompson. <br />Deputy City Attorney Terry A. Crone advised the Board that he had been <br />contacted by a Mr. Williford in Washington, D.C., who indicated that <br />Mr. Thompson was in Washington today and unable to attend the hearing. <br />Mr. Williford requested a one week continuance, on Mr. Thompson's behalf, <br />and stated that next Monday Mr. Thompson would provide the Board with <br />proof of insurance and the location of his taxi cab office. Mr. Mullen <br />noted that this public hearing was set in accordance with the Municipal <br />
