3 <br />REGULAR MEETING <br />COUNTER-OFFER RECEIVED FOR 711 LA PORTE AVENUE <br />NOVEMBER 22, 1976 <br />The Board had set an offering price of $995 on the city-ov.med lot <br />at 711 LaPorte Avenue and transmitted to the prospective purchaser, <br />Richard Ludwick, a purchase agreement for the lot. Mr. Ludwick <br />responded to the Board by letter indicating that he feels this <br />valuation is too high. Mr. Ludwick said the lot was never_ properly <br />leveled after a demolition and concrete steps to the public walk <br />still remain. Mr. Ludwick offered the Board $600 for the lot. <br />There was a discussion regarding the establishment of offering prices <br />and it was noted that the appraisal fees are usually added to the <br />average appraised valuation to determine the offering price. In the <br />case of the lot at 711 LaPorte, the Board did not add the total cost <br />of appraisal to the lot. Average appraised value was $925.00 and <br />had appraisal costs been added, the offering price would have been <br />set at $1125.00. This would have required public advertising and <br />receipt of sealed bids for sale of the property. Upon motion made <br />by Mr. Mullen, seconded by Mr. Farrand, and carried, the Board <br />directed that the Clerk advise Mr. Ludwick that total appraisal fees <br />were not added to the appraised valuation of this lot and that the <br />Board would accept a price of $350.00 for the lot, subject to the <br />concurrence of the Common Council in accepting an amount lower than <br />the offering price. <br />TAXI LICENSE APPROVED - DAVID SMITH <br />The Board received a recommendation from City Controller Peter 11. <br />Mullen that, based upon the recommendation of the Police Department, <br />the application of David Smith for a taxi license be denied. There <br />was a discussion regarding the application and the police report. <br />Mr. Brunner said there is no guidance in the ordinance governing <br />taxi licenses to indicate what convictions are to be reviewed or the <br />relationship of the date of the conviction to the date of the <br />application. He said, in view of this, he ti7ould move for approval <br />of the application of David Smith for a taxi license. Mr. Farrand <br />seconded the motion and it carried, with 11r. Mullen abstaining. <br />POOL HALL LICENSE APPLICATION AND RECOZRZIIIDATION TABLED <br />The Board received a recommendation from Peter H. Mullen, City <br />Controller, that, based upon the recommendation of the Police <br />Department, he would recommend that the application of Joseph Davis <br />to operate a pool hall at 330 Portage Avenue be denied. It was <br />noted that this is the second application received from Mr. Davis <br />for a pool hall license at this.location. The first application <br />was denied. Mr. Brunner said it might be advisable to table the <br />application at this time, since Mr. Davis has been arrested within <br />the past few weeks and there has been no disposition of his case. <br />Mr. Farrand made a motion that the application and recommendation <br />be tabled, pending disposition of the present case involving the <br />applicant. Mr. Brunner seconded the motion and it carried, with <br />Mr. Mullen abstaining. <br />REQUEST FOP, STREET LIGHT <br />Councilman Walter Kopczynski submitted to the Board the request <br />of Bert Makowski for a street light on Huron Street at the first <br />alley west of Camden Street. Mr. Farrand made a motion that the <br />request be referred to the Bureau of Traffic and Lighting for <br />review and recommendation, with a report to be made to the Board <br />on December 6. Mr. Mullen seconded the motion and it carried. <br />SOLID WASTE PICK-UP SCHEDULE FOR THANKSGIVING WEEK FILED <br />Joseph Kuminecz, Manager of the Bureau of Solid Waste, advised the <br />Board that there would be no pick-up on Thanksgiving Day, Thursday, <br />November 25, 1976. The Thursday route will be picked up on Friday <br />and the Friday route on Saturday. Upon motion made by Mr. Farrand, <br />seconded by Mr. Mullen and carried, the report was filed. <br />1 <br />
