REGULAR MEETING <br />NOVEMBER S, 1976 <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m, on Monday, November 3, 1976 by President Rollin Farrand <br />with Mr. Farrand, Mr. Brunner and Mr. Mullen present. Deputy City <br />Attorney Georgia Luks was also present. <br />MINUTES OF PREVIOUS MEETINGS APPROVED <br />Mr. Brunner reported that the minutes of the November 1, 1976 <br />meeting had been.reviewed and he made a motion that the minutes be <br />approved as submitted. Mr. Mullen seconded the motion and it <br />carried. <br />Mr. Mullen noted that a special meeting was held on November 4 to <br />approve a lease with Office Engineers, Inc. for use of a building <br />at 121 N. Michigan Street by River Bend Plaza and Century Center. <br />Mr. Mullen made a motion that the minutes of the special meeting <br />be approved as submitted. Mr. Brunner seconded the motion and it <br />carried. <br />PUBLIC HEAPING - ASSESSMENT ROLL, VACATION RESOLUTION NO.,3431, <br />1976 - VACATION CONFIRMED <br />This being the date set, hearing was held on the Assessment Poll <br />for Vacation Resolution No. 3431, 1976 for the vacation of the <br />north -south alley between Portage Avenue and Anderson Street from the <br />south right-of-way line of R.inyon Street thence southerly to the <br />north right-of-way line of Bulla Street in the Morris Park Addition <br />to the City of South Bend, Indiana. <br />The Clerk tendered proofs of publication of notice in the South <br />Bend Tribune and the Tri-County Newswhich were found to be sufficient. <br />No remonstrators appeared and no written remonstrances were filed. <br />Upon motion made by Mr. Farrand, seconded b,z Mr. Brunner and <br />carried, the Assessment Poll shoving $0.00 net damages and $0.00 <br />net benefits was approved and said resolution is in all things <br />ratified and confirmed and said proceedings closed. <br />BODY ARMOR BID ACCEPTED SUBJECT TO FUNDING <br />The Board received a letter from Chief Michael Borkowski, outlining <br />the review of the bids received for body armor for personnel ofthe <br />Police Department. Chief Borkowski noted that after a complete review <br />of all bids, he was recommending that the bid be. awarded to the Shield <br />Uniform Company at a unit price of $134.00. Review and testing of <br />the items indicated to Chief Borkowski that this vest would provide <br />the best protection for the safety of the officers. Chief Terry was <br />asked how many units would be purchased. He said the appropriation <br />would cover 162 units but they hope to secure additional funding to <br />purchase more. Upon motion made by Mr. Farrand, seconded by Mr. <br />Mullen and carried, the Board accepted the bid of the Shield Uniform <br />Company to provide body armor at $134.00 per unit, subject to final <br />approval of the funding. <br />DISPOSAL OF DRIVER EDUCATION EOUIP11ENT APPROVED <br />The Board received a report from Chief Michael Borkowski that certain <br />Driver Education Equipment, which was donated to the City, is obsolete. <br />The South Bend Police Department is no longer conducting driver <br />improvement training and they have contacted local agencies who <br />indicate they are not interested in the equipment. The Bremen Police <br />Department is interested in acquiring the equipment. Upon motion <br />made by Mr. Farrand, seconded by Mr. Brunner and carried, the Board <br />approved the disposition of the Driver Education Equipment by <br />donating it to the Bremen Police Department. <br />
