Doster, <br />non -collusion affidavit was:in order, <br />and a 10% bid ,bond was submitted. <br />Regular Gasoline - 350,000 gallons <br />Transport - 300,000 gallons <br />Tankwagon - 50,000 gallons <br />Unleade-d Gasoline - 650,000 gallons <br />Transport - 650,000 gallons <br />Tankwagon - As requested <br />Diesel Fuel No. 1, Heating Oil No. <br />Transport - 15,000 gallons <br />Tankwagon - 5,000 gallons <br />Diesel Fuel No. 2, Heating Oil No. <br />Transport - 215,000 gallons <br />Tankwagon - 25,000 gallons <br />$ .922 <br />.982 <br />.952 <br />1.012 <br />1 <br />1.039 <br />1.109 <br />2 <br />.905 <br />.965 <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the above bids were referred to the Division of Transporta- <br />tion for review and recommendation. <br />OPENING AND AWARD OF BID - LEASE RENTAL OF BROW14FIELD PARK <br />This was the date set for receiving and opening sealed bids for the <br />lease rental of a parcel of property located at the northwest <br />corner of Angela and Riverside, more commonly known as Brownfield <br />Park, in accordance with Resolution No. 5, 1982, adopted by the <br />Board of Works on February 10, 1982. The clerk tendered proofs of <br />publication of notice in the South Bend Tribune and the Tri- <br />County News which were found to be sufficient. The following <br />bid was opened and publicly read: <br />Lock Joint Tube Company - Initial 20-Year Term $150.00/mo. <br />1400 Riverside Drive First Renewed Term (15 yrs.) 225.00/mo. <br />South Bend, Ind. Second Renewed Term (15 yrs.) 300.00/mo. <br />Mr. Leszczynski advised that the city's lease offerin price as <br />established by a joint appraisal of the property was 150.00 per <br />month and the following specifications must be met: (1)-The use <br />of said property will be only those uses permitted by the Zoning <br />Code in a "D" Light Industrial zoning; (2) No structures shall be <br />constructed without prior approval of the city; and (3) No more <br />than 38% of property shall be utilized for industrial purposes, <br />with the remaining 62% being maintained as landscaped area. Mrs. <br />Pfotenhauer advised that, following a brief review of the bid, it <br />appeared to be in order and in accordance with the specifications; <br />however, she asked that the Board allow a final review of the bid <br />as it pertained to the monthly rental prices for the first and <br />second renewed terms of 15 years each. Councilman John Voorde <br />asked about the rental amounts for the subsequent two 15-year <br />terms. He wondered if the figures for those renewal periods <br />should be based upon an appraisal done just prior to the time <br />period. Mr. Hill stated that he felt the $150.00 per month <br />rental figure, which was the city's offering price, would be a <br />reasonable return for the full term of the lease including the <br />two 15-year periods. He referred to the appraisal which was <br />conducted jointly by R. E. McCloskey and Jerome E. Michaels <br />which indicated that the required monthly payment to yield 15% <br />over a 50-year lease period on an investment of $12,000 was <br />$148.23. Upon a motion made by Mr. Leszczynski, seconded by Mr. <br />Kernan and carried, the bid of Lock Joint Tube Company was <br />accepted subject to a final review by the Legal Department prior <br />to drafting the appropriate documentation to be presented to <br />the Common Council for;action at its next regular meeting. <br />
