<br />NOVEMBER 23', '1981
<br />The regular meeting of the Board of Public Works was convened at
<br />9:30 a.m, on Monday, November 23, 1981, by President John E.
<br />Leszczynski, with Mr. Leszczynski, Mr. Richard L. Hill and Mr.
<br />Joseph E. Kernan present. Also present was Deputy City Attorney
<br />James A. Masters.
<br />MINUTES OF PREVIOUS MEETING APPROVED
<br />Upon a motion made by Mr. Hill, seconded by Mr. Kernan and carried,
<br />the minutes of the regular meeting of November 16, 1981, were
<br />approved as submitted.
<br />APPROVE CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSI
<br />Mr. Leszczynski explained that this was a continuation of the
<br />public hearing held on November 16, 1981, concerning the applica-
<br />tions filed for Grady Thompson, d/b/a Independent Cab Company,
<br />and the Roseland Cab Company, for Certificates of Public
<br />Convenience and Necessity. Mrs. Carolyn Pfotenhauer, Deputy
<br />City Attorney, stated that she had reviewed the applications and
<br />requirements of the Municipal Code. She advised that the
<br />Independent Cab Company presently held a certificate which was
<br />transferred to Mr. Thompson in December, 1970. She stated that,
<br />in accordance with the requirerents of the code, Mr. Thompson
<br />must file the necessary proof of insurance in order to continue
<br />to operate. In the matter of Roseland Cab Company, she advised
<br />that the application had been reviewed and the Board would need
<br />to make a determination as to whether or not the public
<br />convenience and necessary requires another cab service. Mr.
<br />Hill stated that, since it appeared Mr. Thompson had a certificate
<br />which was transferred to his name in 1970; however, the issue of
<br />a 24-hour service and the insurance requirements must be
<br />satisfied. Upon a motion made by Mr. Hill, seconded by Mr.
<br />Kernan and carried, the Certificate of Public Convenience and
<br />Necessity for Grady Thompson, d/b/a Independent Cab Company,
<br />was acknowledged, and the Clerk was instructed to send Mr.
<br />Thompson a letter explaining in detail the ordinance require-
<br />ments for such holders of the license. It was noted that if
<br />Mr. Thompson was found not to be in compliance with the ordinance
<br />and failed to correct those items, the certificate would be
<br />revoked.
<br />Mr. Hill stated that the Board had discussed last week the
<br />ordinance language concerning public convenience and necessity,
<br />and he stated that he understood the concerns of those individuals
<br />already in operation under the appropriate certificates. He
<br />felt a degree of competition would help the cab business, and
<br />he stated that, in the -case of, Roseland Cab Company, only the
<br />addition of two cabs would be allowed if a certificate was
<br />issued. Upon a motion made by Mr. Hill, seconded by Mr.
<br />Leszczynski and carried, the Certificate of Public Convenience
<br />and Necessity for Roseland Cab Company was issued, based on full
<br />compliance with code requirements. Mrs. Pfotenhauer clarified
<br />the question raised by Mr. Jones at the previous meeting concern-
<br />ing a central office. She stated that there was no problem with
<br />the location of the office in Roseland, as long as 24-hour
<br />service was available.
<br />AWARD BID - SOUTHERNVIEW DRIVE CULVERT PROJECT
<br />In a letter to the Board, Mr. Neil Shanahan, Manager of the
<br />Bureau of Public Construction, recommended the Board award the
<br />low bid of Kosanovich and Sons Excavating for construction of
<br />the Southernview Drive Culvert Project. Mr. Leszczynski
<br />explained that the project would not commence until the spring
<br />of 1982, and that Kosanovich had agreed to maintain the cost
<br />of their bid for the work. It was noted that an error had
<br />been discovered in the computation of the bid; however,
<br />Kosanovich was still the low bidder at $6,266.47. Upon a
<br />motion made by Mr. Leszczynski, seconded by Mr. Kernan and
<br />carried, the bid was awarded to Kosanovich & Sons Excavating
<br />in the amount of $6,266.47
