Ls <br />LEAM <br />REGULAR MEETING <br />OCTOBER 19, 1981 <br />The regular meeting of the Board of Public Works was convened at <br />9:30 a.m., on Monday, October 19, 1981, by President John E. <br />Leszczynski, with Mr. Leszczynski, Mr. Richard L. Hill and Mr. <br />Joseph E. Kernan present. Also present was Deputy City Attorney <br />James A. Masters. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Upon a motion made by Mr. Hill, seconded by Mr. Kernan and carried, <br />the minutes of the regular meeting of October 12, 1981, were <br />approved as submitted. <br />OPENING`OF BIDS - POLICE SUBSTATION PARKING LOT PROJECT <br />This was the date set for receiving and opening sealed bids for <br />construction of parking lots at two of the three police substations <br />located at 420 North Francis Street and at the rear of Fire Station <br />No. 4 at 220 North Olive Street. The Clerk tendered proofs of <br />publication of notice in the South Bend Tribune and the Tri-County <br />News which were found to be sufficient. The following bid was <br />opened and publicly read: <br />Rieth-Riley Construction, Bid was signed by Richard D. <br />P. 0. Box 1775 Ruhlman, non -collusion affidavit <br />South Bend, Ind. 46634 was in order, and a 5% bid bond <br />was submitted. <br />$32,228.00 <br />Since only one bid had been received and there was some urgency in <br />awarding the bid so that the work could be completed before the <br />asphalt plants closed for the winter, Mr. Leszczynski suggested <br />that the Board award the Rieth-Riley bid. Mr. Hill questioned <br />whether or not Mr. Leszczynski felt the bid was excessive. Mr. <br />Leszczynski stated that he felt the bid was reasonable for the <br />two lots involved and the amount of work to be done. Upon a <br />motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the bid was awarded. <br />OPENING OF BIDS - SALE OF WASTE OIL BURNER A14D APPURTENANCES <br />This was the date set for receiving and opening sealed bids for <br />the sale of a waste oil burner, scrubber, tanks and miscellaneous <br />appurtenances, being surplus equipment located on the grounds of <br />the Wastewater Treatment Plant, 3110 Riverside Drive. The Clerk <br />tendered proofs of publication of notice in the South Bend Tribune <br />and the Tri-County News which were found to be sufficient. Mr. <br />Leszczynski noted that no bids had been received for the sale of <br />the equipment. Upon a motion made by Mr. Leszczynski, seconded by <br />Mr. Hill and carried, the Clerk was instructed to re -advertise for <br />the receipt of sealed bids for the sale of the equipment. <br />APPROVE ASSESSMENT ROLL - VACATION RESOLUTION <br />NO. 3513, 1981 (LINCOLN MANOR ADDITION) <br />This being the date set, hearing was held on the Assessment Roll <br />with respect to Vacation Resolution No. 3513, 1981, for the vacation <br />of the first east -west alley south of Ardmore Trail, running North- <br />easterly from Bendix to the intersection of the west right-of-way <br />line of the first north -south alley extended north, being in <br />Westchester 1st Addition to the City of South Bend (approximate <br />distance of alley to be vacated is 122 feet). The Clerk tendered <br />proofs of publication of notice in the South Bend Tribune and the <br />Tri-County News which were found to be sufficient. The Assessment <br />Roll lists $0.00 net benefits and $0.00 net damages to the abutting <br />properties. No remonstrances were filed and no one was present to <br />oppose the vacation. Upon a motionimade by Mr. Leszczynski, seconded <br />by Mr. Hill and carried, the Assessment Roll was approved and said <br />resolution is in all things ratified and confirmed and said <br />proceedings closed. <br />
