Ls LEAM REGULAR MEETING OCTOBER 19, 1981 The regular meeting of the Board of Public Works was convened at 9:30 a.m., on Monday, October 19, 1981, by President John E. Leszczynski, with Mr. Leszczynski, Mr. Richard L. Hill and Mr. Joseph E. Kernan present. Also present was Deputy City Attorney James A. Masters. MINUTES OF PREVIOUS MEETING APPROVED Upon a motion made by Mr. Hill, seconded by Mr. Kernan and carried, the minutes of the regular meeting of October 12, 1981, were approved as submitted. OPENING`OF BIDS - POLICE SUBSTATION PARKING LOT PROJECT This was the date set for receiving and opening sealed bids for construction of parking lots at two of the three police substations located at 420 North Francis Street and at the rear of Fire Station No. 4 at 220 North Olive Street. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. The following bid was opened and publicly read: Rieth-Riley Construction, Bid was signed by Richard D. P. 0. Box 1775 Ruhlman, non -collusion affidavit South Bend, Ind. 46634 was in order, and a 5% bid bond was submitted. $32,228.00 Since only one bid had been received and there was some urgency in awarding the bid so that the work could be completed before the asphalt plants closed for the winter, Mr. Leszczynski suggested that the Board award the Rieth-Riley bid. Mr. Hill questioned whether or not Mr. Leszczynski felt the bid was excessive. Mr. Leszczynski stated that he felt the bid was reasonable for the two lots involved and the amount of work to be done. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the bid was awarded. OPENING OF BIDS - SALE OF WASTE OIL BURNER A14D APPURTENANCES This was the date set for receiving and opening sealed bids for the sale of a waste oil burner, scrubber, tanks and miscellaneous appurtenances, being surplus equipment located on the grounds of the Wastewater Treatment Plant, 3110 Riverside Drive. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. Mr. Leszczynski noted that no bids had been received for the sale of the equipment. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the Clerk was instructed to re -advertise for the receipt of sealed bids for the sale of the equipment. APPROVE ASSESSMENT ROLL - VACATION RESOLUTION NO. 3513, 1981 (LINCOLN MANOR ADDITION) This being the date set, hearing was held on the Assessment Roll with respect to Vacation Resolution No. 3513, 1981, for the vacation of the first east -west alley south of Ardmore Trail, running North- easterly from Bendix to the intersection of the west right-of-way line of the first north -south alley extended north, being in Westchester 1st Addition to the City of South Bend (approximate distance of alley to be vacated is 122 feet). The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. The Assessment Roll lists $0.00 net benefits and $0.00 net damages to the abutting properties. No remonstrances were filed and no one was present to oppose the vacation. Upon a motionimade by Mr. Leszczynski, seconded by Mr. Hill and carried, the Assessment Roll was approved and said resolution is in all things ratified and confirmed and said proceedings closed.
