- - '78 <br />REGULAR MEETING OCTOBER 5, 1981 <br />The regular meeting of the Board of Public Works was convened at <br />9:30 a.m., on Monday, October 5, 1981, by President John E. <br />Leszczynski, with Mr. Leszczynski, Mr. Richard L. Hill and Mr. <br />Joseph E. Kernan present. Also present was Deputy City Attorney <br />James A. Masters. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Upon a motion made by Mr. Hill, seconded by Mr. Kernan and carried, <br />the minutes of the September 29, 1981, regular meeting of the <br />Board were approved as submitted. <br />AGENDA ITEMS ADDED <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill. and - <br />carried, the following items were added to the agenda: <br />1. A recommendation concerning the bid received from <br />Lock Joint Tube Company.on the,sale of a::portion <br />of Brownfield Park. <br />2. Change Order No. 3 for Brown and Brown Contractors <br />on the First Bank Center Project. <br />3. A Release and Settlement Agreement pertaining to <br />the structural column damage on the First Bank <br />Center Project. <br />APPROVE EMERGENCY REPAIRS TO FIRE DEPARTMENT PUMPER <br />In a letter to the Board, Fire Chief Timothy J. Brassell requested <br />ermission to incur expenses in the approximate amount of <br />p$10,800.00 to accomplish emergency brake system repairs to a 1968 <br />American LaFrance Fire Pumper. It was indicated in the letter that <br />the bid process would cause an unnecessary delay in having the <br />apparatus repaired and, because of the nature of work to be done, <br />it appeared American LaFrance (the original manufacturer) was the <br />only firm qualified to perform the needed repairs. Assistant Chief <br />Richard Switalski explained that the truck has been down for about <br />three weeks. He stated that all the local brake companies were <br />contacted, but could not perform the repairs. He advised that <br />the Bendix branch in Ohio recommended American LaFrance accomplish <br />the repair work because they had the conversion kits. Bendix had <br />informed the Fire Department that it did not want to design the <br />brake system for only one truck. Mr. Kernan stated that it <br />appeared American LaFrance was the sole source for the brake repair <br />work. Upon a motion made by Mr. Hill, seconded by Mr. Leszczynski <br />and carried, the request was approved. <br />AWARD BID - STREET DEPARTMENT EQUIPMENT <br />In a letter to the Board, Mr. Sean Watt, Director of the Division of <br />Transportation, recommended the low bid of ATNI Truck Equipment in <br />the amount of $35,027.21 be awarded for the remounting and furnish- <br />ing of various street department equipment including underbody plows, <br />hitches and hydraulic systems. It was noted that bids for this <br />equipment had been received by the Board at its meeting held on <br />September 28, 1981. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Hill and carried, the low bid was awarded as recommended. <br />APPROVAL OF COUNTER-OFFER TO LOCK JOINT TUBE <br />(SALE OF PORTION OF BROWNFIELD PARK) <br />Mr. Hill stated that the Board had received the bid of Lock Joint <br />Tube Company in the amount of $11,430.00 on September 28, 1981, <br />for the purchase of a portion of Brownfield Park located at the north- <br />west corner of Angela and Riverside Drive. He advised that the bid <br />was substantially lower than the city's offering price of $18,250.00. <br />He noted that the bid letter of Lock Joint Tube contained a number <br />of objections concerning the appraisal, one of which dealt with the <br />fact that.Mr. R. E. McCloskey, the appraiser, had an office in Niles, <br />
