23 <br />REGULAR MEETING JULY 27, 1981 <br />to the temporary office. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Kernan and carried, the request was approved <br />subject to any conditions or restrictions recommended by the <br />Bureau of Traffic and Lighting. <br />DENIAL OF RESIDENTIAL PARKING REQUEST - 300 AND 400 BLOCKS W. NAVARRE <br />In response to a petition filed by the Board on April 27, 1981, and <br />referred to the Bureau of Traffic and Lighting, a recommendation <br />from.Mr. Ralph Wadzinski was submitted for Board action. Mr. <br />Wadzinski recommended that no action be taken at this time on the <br />petitions because the requirements of the ordinance allowing for <br />the residential parking restriction were not met. In the 300 block <br />of West Navarre, the requirements of the ordinance regarding number <br />of signatures of residents on the petition were satisfied; however, <br />49% of the vehicles observed were residents which indicated <br />insufficient off-street residential parking. In the 400 block <br />of West Navarre, the ordinance was not satisfied as to signatures <br />requesting the restricted parking. It was noted that almost all <br />curb occupancy on the 400 block of West Navarre was non-resident <br />�- which indicated sufficient off-street resident parking. Upon a <br />motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, <br />the request for residential parking restrictions was denied based <br />on unsatisfactory compliance with ordinance requirements. <br />APPROVAL OF BLOCK PARTY REQUESTS <br />Mr. Ralph J. Wadzinski, Manager of the Bureau of Traffic and <br />Lighting, recommended favorable action by the Board on the follow- <br />ing block party requests, subject to maintaining a 12 foot unobstructed <br />lane on either curb or down the center of the street for emergency <br />vehicle access: <br />August 1st, 3:00 p.m. to midnight - <br />Wall Street, from 1325 Wall to end of 1400 block <br />(original request extended from 1321 Wall to end <br />of 1400 block) . <br />August 1st, 5:00 p.m. to midnight - <br />500 block of Woodside from Fellows to Erskine. <br />Mr. Leszczynski noted that the block party requested on Wall <br />Street would run until 1:00 a.m. He stated that approval would only <br />be given until midnight. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Kernan and carried, the above block parties were <br />approved subject to the aforementioned conditions. <br />FILING OF PETITION FOR STREET LIGHT (BIRDSELL STREET) <br />A petition for the installation of a street light on Birdsell Street <br />between Washington and Liston, signed by Odell Newburn representing <br />the Pilgrim Baptist Church, was submitted. Mr. Leszczynski noted <br />that a moritorium on all new street light requests was still in <br />effect unless it could be determined there was a definite public <br />safety hazard. Upon a motion made by Mr. Leszczynski, seconded by <br />Mr. Kernan and carried, the petition was referred to the Bureau of <br />Traffic and Lighting and the Police Department for review and recom- <br />mendation. <br />REQUEST FOR INTERSECTION FUND SOLICITATION (MUSCULAR DYSTROPHY AUK.) <br />The Muscular Dystrophy Association, in conjunction with the National <br />Letter Carriers Association, again requested permission to solicit <br />funds for Muscular Dystrophy on Sunday, August 9, 1981, from noon <br />to 4:00 p.m. at the following intersections: <br />Miami and Ireland <br />State Road 23 and Ironwood <br />(Edison & Ironwood as alternate) <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and <br />carried, the request was referred to the Bureau of Traffic and <br />Lighting and the Police Traffic Division for review and recommendation. <br />
