23 REGULAR MEETING JULY 27, 1981 to the temporary office. Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the request was approved subject to any conditions or restrictions recommended by the Bureau of Traffic and Lighting. DENIAL OF RESIDENTIAL PARKING REQUEST - 300 AND 400 BLOCKS W. NAVARRE In response to a petition filed by the Board on April 27, 1981, and referred to the Bureau of Traffic and Lighting, a recommendation from.Mr. Ralph Wadzinski was submitted for Board action. Mr. Wadzinski recommended that no action be taken at this time on the petitions because the requirements of the ordinance allowing for the residential parking restriction were not met. In the 300 block of West Navarre, the requirements of the ordinance regarding number of signatures of residents on the petition were satisfied; however, 49% of the vehicles observed were residents which indicated insufficient off-street residential parking. In the 400 block of West Navarre, the ordinance was not satisfied as to signatures requesting the restricted parking. It was noted that almost all curb occupancy on the 400 block of West Navarre was non-resident �- which indicated sufficient off-street resident parking. Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the request for residential parking restrictions was denied based on unsatisfactory compliance with ordinance requirements. APPROVAL OF BLOCK PARTY REQUESTS Mr. Ralph J. Wadzinski, Manager of the Bureau of Traffic and Lighting, recommended favorable action by the Board on the follow- ing block party requests, subject to maintaining a 12 foot unobstructed lane on either curb or down the center of the street for emergency vehicle access: August 1st, 3:00 p.m. to midnight - Wall Street, from 1325 Wall to end of 1400 block (original request extended from 1321 Wall to end of 1400 block) . August 1st, 5:00 p.m. to midnight - 500 block of Woodside from Fellows to Erskine. Mr. Leszczynski noted that the block party requested on Wall Street would run until 1:00 a.m. He stated that approval would only be given until midnight. Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the above block parties were approved subject to the aforementioned conditions. FILING OF PETITION FOR STREET LIGHT (BIRDSELL STREET) A petition for the installation of a street light on Birdsell Street between Washington and Liston, signed by Odell Newburn representing the Pilgrim Baptist Church, was submitted. Mr. Leszczynski noted that a moritorium on all new street light requests was still in effect unless it could be determined there was a definite public safety hazard. Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the petition was referred to the Bureau of Traffic and Lighting and the Police Department for review and recom- mendation. REQUEST FOR INTERSECTION FUND SOLICITATION (MUSCULAR DYSTROPHY AUK.) The Muscular Dystrophy Association, in conjunction with the National Letter Carriers Association, again requested permission to solicit funds for Muscular Dystrophy on Sunday, August 9, 1981, from noon to 4:00 p.m. at the following intersections: Miami and Ireland State Road 23 and Ironwood (Edison & Ironwood as alternate) Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the request was referred to the Bureau of Traffic and Lighting and the Police Traffic Division for review and recommendation.
