REGULAR MEETING <br />MARCH 21. 1983 <br />APPROVE AGREEMENT BETWEEN THE BENDIX CORPORATION AND CITY OF <br />SOUTH BEND (USE OF AUTOMOTIVE PROVING GROUND FACILITIES) <br />Mr. Hill advised the Board that the above.referred to <br />Agreement provides for the use of the Bendix Automotive <br />Proving Grounds in New Carlisle, Indiana, for the South <br />Bend Police Department Defensive and Evasive Driving Maneuvers <br />course. The term of the Agreement shall commence on April 1, <br />1983 and expire on March 31, 1984. Mr. Hill further advised <br />that no charge is being assessed to the City for the use of <br />the facilities. Upon a motion made by Mr. Kernan, seconded <br />by Mr. Hill and carried, the above Agreement was approved <br />and signed. <br />ANNOUNCE14ENT OF RESIDENTIAL SNOW CLEARANCE <br />Mr. Leszczynski advised that because of the heavy snow which <br />fell on Sunday night and the prediction of further possible <br />accumulations, the City has declared that Residential Clearance <br />conditions shall be in effect beginning at 8:00 a.m. on Tuesday, <br />March 22, 1983. While Residential Clearance conditions exist, <br />parking is allowed on streets designated as snow routes; <br />parking is banned from 8:00 a.m. until 8:00 a.m, the following <br />morning on all streets not designated as snow routes in accord <br />with the following schedule: even numbered days - no parking <br />on east -west streets; odd numbered days - no parking on north/ <br />south streets. Mr. Leszczynski further advised that the <br />Residential Clearance will be in effect until further notice. <br />Snow Removal Program flyers were handed out to the news media <br />and Mr. Leszczynski further advised that details of the snow <br />removal program have been printed on the reverse side of City <br />water bills. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACT <br />Ms. Betsy Harriman of the Community Development staff submitted <br />the following Community Development contract for Board approval: <br />Indiana University for and on behalf of Indiana <br />University at South Bend <br />(Seeking an Agenda for the 80's) <br />Additional efforts are needed in .the areas of business <br />retention, downtown revitalization and problems associated <br />with sustained high levels of unemployment. Funds will <br />be utilized to fund an analysis of these problems by <br />community leaders in the public and private sectors <br />in order to bring about a better understanding of <br />these problems and possible alternatives for dealing <br />with them. The total budget of the Indiana University <br />at South Bend Seeking an Agenda for the 80's activity <br />shall not exceed $500.00 and shall commence on March <br />1, 1983 and shall continue to and include July 31, 1983. <br />Ms. Harriman informed -the Board that the $50000 expenditure will <br />be allocated from the other contractual line item in the Community <br />Development budget. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan <br />and carried, the above contract was approved. <br />APPROVE TITLE SHEET - MONROE PARK PHASE II (LANDSCAPING) <br />Mr. Leszczynski stated that the Title Sheet for the Monroe Park <br />Phase II (landscaping) was being presented at this time for <br />execution. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Hill and carried, the above Title Sheet was approved <br />and signed. <br />
