REGULAR MEETING <br />JANUARY 10, 1983 <br />The regular meeting of the Board of Public Works was convened <br />at 9:35 a.m., January 10, 1983, by President John E. <br />Leszczynski, with Mr. Leszczynski, Mr. Richard L. Hill and <br />Mr. Joseph E. Kernan present. Also present was Assistant <br />City Attorney Carolyn V. Pfotenhauer. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Upon a motion. made by Mr. Hill, seconded by Mr. Kernan and <br />carried, the minutes of the January 4, 1983, regular meeting <br />of the Board were approved as submitted. <br />AGENDA ITEM ADDED <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill <br />and carried, the Agreement between the City of South Bend <br />and the Teamsters Local Union No. 364 was added to the agenda. <br />AWARD BID - CITY VEHICLES (BASNEY FORD/GATES CHEVY WORLD <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill <br />and carried, the Board approved the recommendations made by <br />Mr. Sean Watt, Director of the Division of Transportation <br />regarding the award of bids for city vehicles. The award <br />is as follows: <br />Basney Ford - <br />One (1) 1983 Ford Ranger Pick-up, <br />with trades $6,365.92 <br />One (1) 1983 Ford Fairmont Futura, <br />with trades $6,382.00 <br />Gates Chevy World <br />Seven (7) 1983 Chevrolet Scooters, <br />with trades $36,801.00 <br />In addition, two (2) additional vehicles will be traded <br />for one (1) 1983 Chevrolet Scooter for $5,257.28. <br />AWARD BID - GROUP HEALTH INSURANCE <br />Mr. Kernan presented to the Board the recommendation of <br />Corporate Policyholders Counsel, Inc. based on their review <br />of the three (3) most competitive proposals to provide the <br />employees of the City of South Bend with Life and Health <br />benefits. Life and Accidental Death and Dismemberment are <br />to remain insured, while Health is to be self funded. The <br />three proposals were furnished by Benefit Trust Life <br />Insurance Company, Bath, Van Mele and Associates, Inc., and <br />Health Claims Administration, Inc. The last of these is a <br />Third Party Administrator, who would administer the Health <br />claim payments, while the Life and AD&D insurance would be <br />provided by Sun Life of Canada. Bath, Van Mele and <br />Associates would use the same life insurer (Sun Life) and <br />Russell M. Tolley as the Health Claims Administrator. First <br />year claim payments in the amount of $ 1,380,000 have been <br />assumed. Based on the number of insured employees at the <br />beginning of December, 1982, all three (3) of the proposals <br />and Corporate Policyholders Counsel arrived at claim <br />assumptions within two per cent (2%) of this number. <br />The comparative fixed costs and expected liabilities of the <br />three proposals are as follows: <br />
