He stated
that, as in the past, in order for the Board to_ submit a
recommendation to the Common Council, a public hearing had
been scheduled at this time and all property owners within 200
feet of the alley had been duly notified. He further advised
that favorable conients in support of the vacation had been
received from the Engineering Department, Area Plan Commission
and Community Development Department. There was no one present
to speak against the alley vacation. Upon a motion made by Mr.
Leszczynski, seconded by Mr. Kernan and carried, the public
hearing was closed and a favorable recommendation for the
vacation of the above alley was forwarded to the Common Council,
subject to the maintenance of all utility easements.
APPROVE INTENDED USE OF REVENUE SHARING FUNDS -
FIRE DEPARTMENT SALARIES ($90,000.00)
This was the date set for holding a public hearing on the
proposed use of revenue sharing funds in the amount of
$90,000.00 during the calendar year 1982. The Clerk tendered
proofs of publication of notice in the South Bend Tribune and
the Tri-County News which were found to be sufficient. Assistant
Fire Chief Richard Switalski explained that the appropriation was
necessary in order to meet requirements in the department's
salary account by the end of the year because not as many
firemen as anticipated had retired. Mr. Kernan noted that the
money in revenue sharing was available because of an increase in
the money received from the state in the pension relief funds.
He advised that the city was merely taking the money which would
have been spent in the pension relief fund out of the revenue
sharing funds. In accordance with guidelines adopted for such
use of revenue sharing funds, information about this public
hearing was forwarded to the following senior citizen groups
with the request that the notice be posted: Foster Grandparents,
Hansel Neighborhood Center, REAL Services, Retired Senior Volunteer
Program, Senior Citizens Group of LaSalle Park, Harvest House
Centers and Howard Park Senior Citizens' Center. There was no
one present to speak against the proposed expenditure. Upon a
motion made by Mr. Leszczynski, seconded by Mr. Hill and carried,
the public hearing was closed and the Clerk was instructed to
forward the minutes of this public hearing to the Controller's
Office and the City Clerk.
AWARD BIDS - STREET DEPARTMENT VEHICLES AND DIESEL
REFUELING STATION AT MUNICIPAL SERVICES FACILITY
In a letter to the Board, Mr. Sean Watt, Director of the Division
of Transportation, recommended the Board award the following bids
as received on October 25, 1982, for pick-up trucks, cabs and
chassis and a tire loader for the Street Department, and for
the relocation and construction of diesel refueling stations at
Municipal Services Facility:
1.
