rim Wnli <br />REGULAR MEETING <br />MARCH 5, 1984 <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the above bids were referred to the Bureau of Traffic <br />and Lighting for review and recommendation. <br />APPROVE APPROPRIATION OF REVENUE SHARING FUNDS - <br />$50,000.00 - STUDEBAKER MUSEUM ESCROW ACCOUNT <br />Mr. Vance recommended that the Board approve the allocation of <br />$50,000.00 in Revenue Sharing Funds to the Studebaker Museum Escrow <br />Account as that account is underfunded. He stated that it would take <br />this amount to bring the account up to the required limit. Upon a <br />motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the appropriation.of $50,000.00 to the Studebaker Museum Escrow <br />Account was approved. Further, the Clerk was instructed to forward <br />a favorable recommendation on this appropriation to the Controller's <br />office and the City Clerk's office along with minutes relating to <br />this matter. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACTS AND ADDENDUM <br />The following three (3) Community Development contracts and one (1) <br />Community Development Addendum were presented to the Board for approval: <br />NEIGHBORHOOD HOUSING SERVICES OF SOUTH BEND, INC. <br />NHS HOUSING ASSISTANCE PROGRAMS <br />The targeted goals for the activities under this contract are: <br />Administration: <br />Technical Rehabilitation Assistance - 10 structures <br />Financial Counseling - 4 households <br />Revolving Loans - 15 structures <br />Acq./Rehab/Resale - 4 structures <br />Vacant property marketing/brokering - 2 structures <br />Loan Receivable Servicing - 15 clients <br />To make loans for rehabilitation of 20 houses through <br />the Revolving Loan,Fund <br />Acquisition/Rehabilitation/Resale - to rehabilitate 4 housing units <br />$80,000.00 shall be available to NHS immediately upon execution of <br />this contract for the Acquisition/Rehabilitation/Resale activity. <br />The remaining $25,000.00 will be released to NHS as they document <br />that they have secured the "matching" funds. For the purpose of <br />the match, NHS will attempt to raise new and/or increased cash and <br />in -kind contributions. <br />SOUTH BEND HERITAGE FOUNDATION <br />SOUTH BEND HERITAGE HOUSING PROGRAMS <br />The targeted goals for the activities under this contract are: <br />PLANNING/PROGRAM DEVELOPMENT <br />Make loans for rehabi itation of three houses through the <br />Revolving Loan Fund. <br />LINCOLNWAY WEST COMMERCIAL STRIP <br />Develop and implement a commercial revitalization plan for the <br />strip. Package two loans for presentation to the BDC. <br />MONROE PARK REVITALIZATION PROGRAM <br />Develop an imp ement a strategy to upgrade the Monroe <br />Park residential area. <br />MONROE PARK RESIDENTIAL AREA <br />Significantly improve the condition of the housing stock <br />within the neighborhood. <br />NEAR WEST SIDE NEIGHBORHOOD REVITALIZATION DISTRICT PROGRAM <br />Develop and imp ement a strategy to upgrade the NWS Neighborhood <br />Revitalization District. Significantly improve the condition of <br />the housing stock within the neighborhood. <br />1 <br />1 <br />
