M <br />REGULAR MEETING <br />NOVEMBER 28, 1983 <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating <br />a total of thirty-eight (38) properties cleaned from November <br />21, 1983 to November 23, 1983 was submitted. Upon a motion <br />made by Mr. Lesz.czynski., seconded by Mr. Hill and carried, <br />the report was filed. <br />APPROVE CLAIMS <br />Chief Deputy Controller Sherrie L. Petz submitted Claim <br />Docket No. 23506 through Claim Docket No. 24154 and recom- <br />mended approval. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Hill and carried, the report was filed and <br />the claims approved. <br />PRIVILEGE OF THE FLOOR: <br />PRESENTATION OF SOUTH BEND RESTORATION PETITION <br />BY MR. RALPH JOHNSON <br />Mr. Ralph Johnson, 734 North Cushing Street, South Bend, <br />Indiana, addressed the Board.and requested that the Board <br />open Western Avenue from Main Street to Michigan Street to <br />two-way traffic, permitting north bound traffic on Michigan <br />U.S. 31 to turn left on Western Avenue, going west on <br />Western. Additionally, he requested that Lafayette <br />Boulevard be opened to two-way traffic, permitting traffic <br />north and south bound to turn onto Western Avenue to <br />support retail merchants to stay in business where they are <br />by making access to Western Avenue going West more available. <br />Mr. Johnson advised that opening the streets to two-way <br />traffic will decrease accidents as two-way traffic generally <br />moves slower and also it would benefit the merchants as <br />citizens would be able to park in front of any particular <br />establishment. Mr. Johnson presented to the Board a copy <br />of a petition which he is circulating entitled "South Bend <br />Restoration Petition" and he stated that forty-seven (47) <br />merchants have already signed it. Mr. Johnson kept the <br />original petition as he is seeking more signatures and <br />will present the Petition to the Common Council for con- <br />sideration. Mr. Leszczynski thanked Mr. Johnson for pro- <br />viding the Board with the Petition, and advised that the <br />matter would be taken under consideration. <br />ADJOURNMENT <br />There being no further business to come before the Board, <br />upon a motion made by Mr. Leszczynski, seconded by Mr. <br />Kernan and carried, the meeting adjourned at 9:56 a.m. <br />kA <br />n E.
