i. <br />REGULAR MEETING <br />NOVEMBER 21. 1983 <br />FILING OF EASEMENTS AND RIGHTS -OF -WAY - SOBENITE, INC. <br />AND LOCK JOINT TUBE COMPANY, INC. <br />Upon a motion made by Mr. Leszczynski,. seconded by Mr. Hill <br />and carried,_the Board accepted for filing Easements and <br />Rights -of -Way with Sobenite, Inc., 1026 King Street, South <br />Bend, Indiana and Lock Joint Tube Company, Inc., 1400 Riverside <br />Drive, South. Bend, Indiana, which allow the City to construct <br />a sanitary sewer in the area. <br />APPROVE REQUEST OF JEWISH FEDERATION TO CONDUCT 5TH <br />ANNUAL CHANUKA TORCH RELAY RACE (DECEMBER 4, 1983) <br />Mr. Ralph J. Wadzinski, Manager, Bureau of Traffic and Lighting, <br />has reviewed the request of the Jewish Federation presented to <br />the Board on November 14, 1983.and recommends approval. As <br />stated in their request, runners are to use sidewalks and <br />obey al pedestrian laws. Upon a motion made by Mr. Kernan, <br />seconded by Mr. Hill and carried, the above request was approved. <br />APPROVE RECOMMENDATION TO DENY TAXI DRIVER'S LICENSE <br />In a letter to the Board, Mr. Joseph E. Kernan, City Controller, <br />submitted his recommendation for denial of the taxi driver's <br />license application of Mr. James J. Carroll, 1022 East Calvert <br />Street, South Bend,Indiana. The recommendation for denial is <br />based on the Police Department's investigation and subsequent <br />recommendation for denial because incomplete information was <br />provided on the application form. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, Mr. Kernan's <br />recommendation to deny the license was approved. Mr. Kernan <br />abstained from voting. It was noted that the above referred <br />to applicant will be notified of the denial and given the <br />opportunity to request a public hearing on the matter. <br />APPROVE HANDICAPPED PARKING PERMITS <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the following fifteen (15) handicapped parking permit <br />applications were approved and referred to the Deputy Controller's <br />office for issuance of permits: <br />Richard Piechoski, 905 E..
