Box 26088, Oklahoma City, Oklahoma, contained a fatal defect in that it was not signed and therefore recommended that it be rejected. Upon a motion made by Mr. Vance, seconded by Ms. Barnard and carried, the bid of The Boardman Company was rejected for non-compliance with bid requirements..
