���y0U971 &44 <br />CITY OF SOUTH BEND <br />W DEPARTMENT OF PUBLIC WORKS <br />- DIVISION OF ENGINEERING <br />1865 <br />EXHIBIT A <br />PROCEDURES FOR POSTING REDUCED SPEED LIMITS <br />Unless posted otherwise, the speed limit on local roads and streets is 30 mph. In school areas <br />there are specific speed zones during specified hours of the day and days of the week. Due to <br />several requests for reduced speed limits in residential areas and to provide for better driver <br />information and easier enforcement a process for reviewing and implementing lower speed limit <br />zones it was determined that a policy and process is needed. <br />In order to objectively and completely consider reduced speed zone requests the following <br />criteria (warrants) are to be evaluated: <br />• A petition indicating basic neighborhood/community support of the residential speed <br />zone <br />Street character (functional classification, width and parking, traffic volume, speed) <br />Geometric considerations (street geometry, sight distance, parking, sidewalks) <br />Surrounding land use <br />Warrant analysis for reduced speed limit implementation <br />1. Implementation must be approved by the City of South Bend Board of Public Works <br />2. The reduced speed limit may be implemented with or without additional traffic calming <br />devices, if either combination of Warrants 1 and 2 or Warrants 1 and 3 are met. <br />• In order to ensure that only requests which are supported by the community are <br />investigated, the affected area shall be defined. A petition signed by at least 25% of <br />the residents within the affected area is to be submitted to the City Engineer, Division <br />of Engineering, Department of Public Works, City of South Bend. <br />• The Division of Engineering reserves the option to initiate the implementation of a <br />residential speed zone without a petition. <br />a.
