75 <br />REGULAR MEETING <br />MAY 27, 1986 <br />A.A.A. FIRE EQUIPMENT <br />5419C University Park Drive <br />Mishawaka, Indiana 46545 <br />Bid was submitted by Mr. Daniel F. Warren, President, and is <br />as follows: <br />BID: $10.00 each for six (6) Air Cylinders $ 60.00 <br />$250.00 each for two (2) self-contained <br />breathing apparatus $500.00 <br />Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski <br />and carried, the above bid as submitted was accepted. <br />ADOPT RESOLUTION NO. 9-1986 - FIXING RATES FOR MUNICIPAL <br />OFF-STREET PARKING FACILITIES <br />Mr. Leszczynski read a letter to the Board from Mr. Michael L. <br />Vance, Director, Administration and Finance, advising that the <br />above referred to Resolution would increase the fees associated <br />with the City of South Bend Parking Garages and flat lots. <br />Specifically, the resolution increases the monthly parking <br />charges by $3.00 per category and increases the hourly parking <br />rates by $.10 per hour. Additionally, a new category for parking <br />known as special events rate would be established at $1.00 per <br />event. <br />f <br />The special events rate would allow the garages to become a <br />back-up parking unit for Century Center over -flow parking, Morris <br />Civic Auditorium parking, and any other special events that would <br />need to be addressed in the downtown area. The charge is meant <br />to be used after 6:00 p.m. during the week and on Saturdays and <br />Sundays as needed to be determined by the Board. <br />The changes are being suggested in relation to the garage <br />operations current financial status. The most recent audit <br />report prepared by Crowe Chizek and Company for the year 1985 <br />showed an operating deficit of $98,102.00. The adjustments being <br />proposed, along with an increase in parking fines to be <br />considered by the Common Council, would generate an additional <br />$130,000.00. This is a somewhat conservative estimate and <br />therefore should be adequate for several years. <br />Mr. Vance further stated that the last general rate adjustment <br />for the garages occurred in February, 1981. <br />Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski <br />and carried, Resolution No. 9-1986, as follows, was adopted and <br />approved: <br />RESOLUTION NO. 9-1986 <br />BOARD OF PUBLIC WORKS <br />CITY OF SOUTH BEND, INDIANA <br />WHEREAS, I.C. 36-9-11-7 authorizes the Board of Public <br />Works to fix rates for municipal off-street parking <br />facilities, subject to approval of the Common Council; <br />and <br />WHEREAS, increasing maintenance and operating costs <br />make it necessary to increase existing parking rates; and <br />WHEREAS, a determination has been made to establish a <br />special event rate for the Colfax and Jefferson Street <br />Parking Garages to be used when the garages are authorized <br />by the Board of Public Works to provide parking for special <br />events. <br />
