75 REGULAR MEETING MAY 27, 1986 A.A.A. FIRE EQUIPMENT 5419C University Park Drive Mishawaka, Indiana 46545 Bid was submitted by Mr. Daniel F. Warren, President, and is as follows: BID: $10.00 each for six (6) Air Cylinders $ 60.00 $250.00 each for two (2) self-contained breathing apparatus $500.00 Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski and carried, the above bid as submitted was accepted. ADOPT RESOLUTION NO. 9-1986 - FIXING RATES FOR MUNICIPAL OFF-STREET PARKING FACILITIES Mr. Leszczynski read a letter to the Board from Mr. Michael L. Vance, Director, Administration and Finance, advising that the above referred to Resolution would increase the fees associated with the City of South Bend Parking Garages and flat lots. Specifically, the resolution increases the monthly parking charges by $3.00 per category and increases the hourly parking rates by $.10 per hour. Additionally, a new category for parking known as special events rate would be established at $1.00 per event. f The special events rate would allow the garages to become a back-up parking unit for Century Center over -flow parking, Morris Civic Auditorium parking, and any other special events that would need to be addressed in the downtown area. The charge is meant to be used after 6:00 p.m. during the week and on Saturdays and Sundays as needed to be determined by the Board. The changes are being suggested in relation to the garage operations current financial status. The most recent audit report prepared by Crowe Chizek and Company for the year 1985 showed an operating deficit of $98,102.00. The adjustments being proposed, along with an increase in parking fines to be considered by the Common Council, would generate an additional $130,000.00. This is a somewhat conservative estimate and therefore should be adequate for several years. Mr. Vance further stated that the last general rate adjustment for the garages occurred in February, 1981. Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski and carried, Resolution No. 9-1986, as follows, was adopted and approved: RESOLUTION NO. 9-1986 BOARD OF PUBLIC WORKS CITY OF SOUTH BEND, INDIANA WHEREAS, I.C. 36-9-11-7 authorizes the Board of Public Works to fix rates for municipal off-street parking facilities, subject to approval of the Common Council; and WHEREAS, increasing maintenance and operating costs make it necessary to increase existing parking rates; and WHEREAS, a determination has been made to establish a special event rate for the Colfax and Jefferson Street Parking Garages to be used when the garages are authorized by the Board of Public Works to provide parking for special events.
