REGULAR MEETING JANUARY 7, 1986 <br />Indiana, in the amount <br />of $495.00, the <br />Purchase Agreement was <br />being submitted at this <br />time for Board <br />approval. Upon a motion <br />made by Ms. Barnard, seconded <br />by Mr. Vance <br />and carried, the <br />Purchase Agreement was <br />approved and the <br />matter referred to the <br />City Attorney's office <br />for drafting of <br />the appropriate Quit -Claim <br />Deed. <br />REQUEST TO CONDUCT SUNBURST MARATHON AND <br />10K ROAD RACE - DUNE 7, <br />1986 - REFERRED <br />In a letter to the Board, Ms. Joyce Fox, Race Director, South <br />Bend Tribune Sunburst Marathon, 223 West Colfax Avenue, South <br />Bend, Indiana, requested permission to conduct the Sunburst <br />Marathon (26.2 mile) and the 10K (6.2 miles) road race on <br />Saturday, June 7, 1986. <br />She advised that each race will begin on the campus of Notre Dame <br />University with the Marathon beginning at 6:00 a.m. and the 10K <br />at 7:00 a.m. Each event will finish in the Notre Dame football <br />stadium with the 10K race ending at approximately 8:00 a.m. with <br />the last marathoner in the stadium at 11:30 a.m. All Sunburst <br />brochures and entry forms state that the marathon course will <br />shut down at a 12:00 minute mile pace. Marathon participants <br />exceeding the 12 minute time limit will be advised that they may <br />proceed at their own risk, but without course protection or aid. <br />All those wishing to continue beyond the time limit will be asked <br />to move onto sidewalks and to obey all traffic signals. <br />Submitted with the request were maps of the courses and a <br />mile -by -mile time schedule showing when the first runners will <br />enter an area and when the area will be clear of participants. <br />Ms. Fox stated that because the Sunburst is a relatively small <br />marathon (300 participants in 1985) there is never an area or <br />intersection completely closed for any significant length of <br />time. <br />Ms. Fox further advised that the race committee will provide a <br />staff of highly qualified personnel to organize the Sunburst <br />events with assistance from the National Guard, the American Red <br />Cross, McGann Ambulance Services and RACES. Additionally, it is <br />anticipated that the local Civil Defense and Weatherwatch will be <br />involved plus approximately 400 well -trained volunteers, and a <br />fleet of Tribune trucks for additional assistance. <br />It was noted that the South Bend Tribune sponsors Sunburst as a <br />non-profit event solely for the benefit of the American Lung <br />Association of North Central Indiana. <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard <br />and carried, the request as submitted was referred to the Bureau <br />of Traffic and Lighting and the Police Department Traffic <br />Division for review and recommendation. <br />APPROVE HANDICAPPED PARKING PERMITS <br />Upon a motion made by Mr. Vance, seconded by Ms. Barnard and <br />carried, the following four (4) handicapped parking permit <br />applications were approved and referred to the Deputy <br />Controller's office for issuance of permits: <br />1. Joseph T. Serge, 2135 Riverside, S.B. <br />2. Omer Otto Roeder, 1420 N. Clay, Mish. <br />3. Albert A. Tompos, 2509 W. Bertrand, S.B. <br />4. John Pecsi, 1709 S. Douglas, S.B. <br />
