34 6 <br />REGULAR MEETING <br />NOVEMBER 24, 1987 <br />Ventures received on October 6, 1987 and the seven (7) Proposals <br />received by Mr. Vance for the lease/purchase financing of the <br />garage was accepted and approved. <br />REJECT BID FOR PEST AND RODENT CONTROL AT POLICE,DEPARTMENT AND <br />THREE (3) POLICE SUBSTATIONS NOT IN COMPLIANCE WITH BIDDING <br />REQUIREMENTS <br />Mr. Leszczynski advised that on November 17, 1987 the Board <br />opened bids for the above referred to services. He further <br />advised that it has come to the attention of the Board that the <br />Non -Collusion Affidavit submitted with the bid of Rose <br />Exterminator Company, 614 West Calvert Street, South Bend, <br />Indiana, was not signed. Therefore the bid contains a fatal <br />defect and must be rejected. Upon a motion made by Mr. Vance, <br />seconded by Mrs. DeClercq and carried, the bid of Rose <br />Exterminator Company was rejected. <br />REJECT ALL BIDS RECEIVED FOR JANITORIAL SERVICES, INCLUDING PEST <br />AND RODENT CONTROL AT POLICE DEPARTMENT AND THREE (3) POLICE <br />SUBSTATIONS <br />Police Chief Charles T. Hurley advised the Board that he has <br />reviewed the bids received on November 17, 1987, for the above <br />referred to services, and recommends at this time that the bids <br />received for pest and rodent control at the Police Department and <br />three (3) police substations be rejected and that the Board <br />readvertise for this service. <br />Additionally, Chief Hurley recommended that the sole bid received <br />for janitorial services also be rejected at this time. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Mr. <br />Leszczynski and carried, the above recommendations were accepted, <br />the bids rejected and the request to readvertise for pest and <br />rodent control services approved. <br />APPROVE PURCHASE AGREEMENTS - SALE OF CITY -OWNED PROPERTY AT 1611 <br />& 1613 S. FELLOWS STREET <br />In accordance with the bids awarded on October 6, 1987, for the <br />purchase of the City -owned lots at 1611 and 1613 South Fellows <br />Street in the amounts of $175.00 and $150.00, to Herbert and <br />Rebecca Swathwood, 1607 South Fellows Street, South Bend, <br />Indiana, the appropriate Purchase Agreements were being submitted <br />at this time for Board approval. Upon a motion made by Mrs. <br />DeClercq, seconded by Mr. Leszczynski and carried, the Purchase <br />Agreements were approved and the matter referred to the City <br />Attorney's office for drafting of the appropriate Quit -Claim <br />Deeds. <br />REQUEST TO PURCHASE CITY -OWNED LOTS AT 1002 E. CEDAR, 1008 E. <br />CEDAR, 427 N. EDDY AND 420 NORTH FRANCES STREET - REFERRED <br />In letters to the Board, Mr. Charles A. Rupley, 16974 Douglas <br />Road, Mishawaka, Indiana, advised that he is interested in <br />purchasing the above referred to City -owned lots. Upon a motion <br />made by Mr. Vance, seconded by Mrs. DeClercq and carried, the <br />requests were referred to the appropriate City departments and <br />bureaus for a determination whether or not the City need retain <br />these lots for any reason. <br />DENY REQUEST TO PLACE TEN (10) STEEL FENCE POSTS ON PUBLIC <br />RIGHT-OF-WAY <br />In a letter to the Board, Mr. & Mrs. Charles L. Ritter, 1541 <br />Musgrave Court, South Bend, Indiana, requested permission to <br />place approximately ten (10) steel fence posts (6 1/2 ft. x 1 <br />in.) in the treelawn area in line with their mailbox in front of <br />
