`87 <br />REGULAR MEETING SEPTEMBER 29, 1987 <br />The regular meeting of the Board of Public Works was convened at <br />9:31 a.m. on Tuesday, September,29, 1987, by President John E. <br />Leszczynski, with Mr. Leszczynski, Mrs. Patricia E. DeClercq <br />and Mr. Michael L. Vance present. Also present was Chief Deputy <br />City Attorney Thomas Bodnar. <br />AGENDA ITEM ADDED AND ITEM STRICKEN <br />Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and <br />carried, one (1) traffic control device was added to the agenda <br />and Resolution No. 29-1987 appointing appraisers in conjunction <br />with the proposed parking facility was stricken from the agenda <br />at this time. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the minutes of the September 22, 1987, regular <br />meeting of the Board were approved. <br />ACQUISITION OF PROPERTY AND CONSTRUCTION AND MAINTENANCE OF <br />PARKING FACILITY: <br />- FILING OF PROOF OF PUBLICATION OF NOTICE OF HEARING <br />- FILING OF CLERK'S AFFIDAVIT OF AVAILABILITY OF DOCUMENTS FOR <br />INSPECTION <br />- PUBLIC HEARING <br />- ADOPTION OF RESOLUTION NO. 27-1987 (CONFIRMING RESOLUTION NO. <br />24-1987 CONCERNING ACQUISITION AND CONSTRUCTION OF A PARKING <br />FACILITY <br />- ADOPTION OF RESOLUTION NO. 28-1987 - JOINT RESOLUTION OF THE <br />BOARD AND SOUTH BEND REDEVELOPMENT COMMISSION AGREEING TO THE <br />CONVEYANCE AND ACCEPTANCE OF CERTAIN REAL PROPERTY <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the Proofs of Publication of Notice of the Public <br />Hearing as published in the South Bend Tribune and the Tri-County <br />News as submitted by the Clerk of the Board as well as an <br />Affidavit of the Clerk of the Board indicating the availability <br />of documents for inspection in regards to this matter were <br />accepted for filing . <br />Further, the Clerk of the Board advised the Board that she is <br />in receipt of zero (0) written remonstrances regarding the <br />acquisition of property and construction and maintenance of a <br />proposed parking facility. <br />At this time, Mr. Leszczynski advised that this was the date set <br />for the Board's Public Hearing on the matter of the acquisition, <br />construction, and maintenance of a parking garage at the <br />northwest corner of East Wayne Street and South St. Joseph <br />Street. <br />Mr. Jon Hunt, Executive Director, Department of Economic <br />Development, presented slides to the Board and audience as well <br />as a short history and overview of the project and why it is <br />needed. <br />Mr. Hunt stated that the goal of the City is to establish the <br />downtown area as Michiana's multi -use regional center. In the <br />plans for revitalization is the renovation of buildings which are <br />currently vacant. <br />Mr. Hunt additionally stated that the first proposed parking <br />facility will be constructed at the northwest corner of St. <br />Joseph Street and Wayne Street west of the Century Center parking <br />lot. Over the next ten (10) to twelve (12) years, it is <br />anticipated that an additional three (3) parking facilities will <br />be constructed. The proposed parking facility at the corner of <br />
