REGULAR MEETING <br />AUGUST 18, 1987 <br />The regular meeting of the Board of Public Works was convened at <br />9:34 a.m. on Tuesday, August 18, 1987, by President John E. <br />Leszczynski, with Mr. Leszczynski and Mrs. Patricia E. DeClercq <br />present. Board member Michael L. Vance was not in attendance. <br />Also present was Chief Deputy City Attorney Thomas Bodnar. <br />CHANGE DATE OF NEXT MEETING <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the next regular meeting of the Board of Public <br />Works was changed to Monday, August 24, 1987. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the minutes of the August 11, 1987, regular meeting <br />of the Board were approved. <br />PUBLIC HEARING - RUBBISH AND GARBAGE REMOVAL LICENSE (TOMMY <br />SWINSON) <br />Mr. Leszczynski reminded the Board that at its meeting held on <br />June 23, 1987, the Board continued the Public Hearing regarding <br />the recommendation for revocation of the Rubbish and Garbage <br />removal License of Mr. Tommy Swinson, 615 Wenger Street. <br />It was noted that a notice of today's Public Hearing was hand <br />delivered to Mr. Swinson on August 13, 1987. <br />Mr. Swinson presented documents to the Board indicating that he <br />has been taking loads to the dump. He stated he has been cleaning <br />out the truck for the night every day and as he has a 16 yard box <br />on the truck he has been dumping 3 to 5 yards at a time so it <br />will be clean. Mrs. DeClercq advised the Board that she has <br />checked her files and since the Public Hearing held on June 23, <br />1987 there have not been a substantial number of complaints <br />received regarding Mr. Swinson. She stated she would like to <br />continue to work with Mr. Swinson to find a location for him to <br />park his truck at night when it is not unloaded. Mrs. DeClercq <br />made a motion to continue this matter for four (4) weeks to <br />monitor the situation. Mr. Leszczynski seconded the motion and <br />it carried. Mr. Leszczynski stated that if Mr. Swinson is still <br />complying at the end of four (4) weeks, this matter need not come <br />back before the Board of Public Works. <br />Mr. Swinson stated he knows the neighbor who is probably <br />complaining about him because this neighbor checks his truck all <br />the time. Mr. Swinson advised that he has the proper license and <br />city permits and does not know what more he can do to satisfy <br />this neighbor. Mrs. DeClercq stated that there is a city <br />ordinance that states that you cannot park a trash truck on a <br />residential street with any trash in it. <br />OPENING AND AWARD OF BIDS - SALE OF ABANDONED VEHICLES <br />This was the date set for receiving and opening of sealed bids <br />for the sale of approximately twenty-two (22) abandoned vehicles <br />which have been stored at Steve and Gene's Auto & Truck Salvage <br />and Repair, 3109 South Gertrude Street, South Bend, Indiana. The <br />Clerk tendered proofs of publication of Notice in the South Bend <br />Tribune and the Tri-County News which were found to be <br />sufficient.
