Mr. Larry Magliozzi <br />Executive Director <br />St. Joseph County Area Plan Commission <br />Dear Mr. Magliozzi: <br />521 Jefferson, LLC, by vote of its ownership, is in favor of the Commerce Center Development, <br />as proposed by Commerce Center Development, LLC. We support the change in zoning from <br />Central Business District (CBD) to Planned Unit Development (PUD). <br />We recognize the concerns voiced by Area Plan Commission staff, in regard to building height, <br />air and light quality for rear facing apartments, and set backs for public areas. It is our opinion <br />that the plan presented to us adequately addresses these concerns. Also, we notice that some of <br />the concerns are based on a 2008 East Bank Village Master Plan, the relevance of which we <br />question because it was developed during a recession and at a time of declining population. We <br />do not believe that such an outdated plan should dictate current growth in our neighborhood. <br />We ask that you please give a favorable recommendation to the plan by Commerce Center <br />Development, LLC to develop a twelve -story mixed -use building and a separate parking garage in <br />the area commonly known as The Commerce Center parking lot. <br />Thank you for giving our perspective your full consideration. <br />;Sincer ly, <br />Brigid Beattie, Executive Assistant <br />521 Jefferson, LLC <br />521 E.
