155 <br />REGULAR MEETING <br />JUNE 2, 1987 <br />The regular meeting of the Board of Public Works was convened at <br />9:30 a.m. on Tuesday, June 2, 1987, by President John E. <br />Leszczynski, with Mr. Leszczynski, Mrs. Patricia E. DeClercq <br />and Mr. Michael L. Vance present. Also present was Chief Deputy <br />City Attorney Thomas Bodnar. <br />AGENDA ITEM STRICKEN <br />Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and <br />carried, the State -Local Public Agency Agreement/Construction and <br />Project Management for Federal Aid Projects (Logan Street <br />Widening Project) was stricken from the agenda at this time. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance, and <br />carried, the minutes of the May 26, 1987, regular meeting of the <br />Board were approved. <br />APPROVE MEMORANDUM OF UNDERSTANDING - SOUTH BEND HOUSING <br />AUTHORITY <br />Mr. Leszczynski advised that Mr. Ted Leverman, Assistant <br />Director, Bureau of Housing, has submitted a "Memorandum of <br />Understanding" between the South Bend Housing Authority and the <br />City of South Bend in connection with the Rental Rehabilitation <br />Program. <br />The Memorandum of Understanding is being submitted to the <br />Department of Housing and Urban Development in conjunction with <br />the Bureau of Housing application for the $108,000.00 which has <br />been allocated to the City of South Bend for fiscal year 1987. <br />The Memorandum is a federal requirement of the Rental <br />Rehabilitation Program as stated in the Federal Register. <br />It was noted that the Rental Rehabilitation Program provides <br />incentives to investors to rehabilitate their properties by <br />offering deferred loans at 0% interest for up to 50% of the <br />rehabilitation cost. Further, in order to avoid displacement of <br />existing tenants, eligible lower -income tenants residing in the <br />properties are given Section 8 Housing Vouchers to help them pay <br />after -rehabilitation rents. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the Memorandum of Understanding, as submitted and <br />outlined above, was approved and executed. <br />OPENING OF BIDS/AWARD_OF BID - ONE (1) EMS AMBULANCE UNIT FOR THE <br />CITY OF SOUTH BEND FIRE DEPARTMENT <br />This was the date set for receiving and opening sealed bids for <br />the above referred to equipment. The Clerk tendered proofs of <br />publication of Notice in the South Bend Tribune and the <br />Tri-County News which were found to be sufficient. The following <br />bids were opened and publicly read: <br />MC COY MILLER, INC. <br />53404 Co. Road 13 <br />Elkhart, Indiana 46514 <br />Bid was signed by Frank Lipps, President, Non -Collusion <br />Affidavit was in order and a Bid Bond in the amount of <br />$4,653.80 was submitted. <br />BID: 1 1986 Type I Medic Ambulance on a Ford F-350 Cab <br />Chassis and a 12' all aluminum modular box with a <br />walk-thru feature. <br />
