REGULAR MEETING MAY 23, 2016 <br />Councilmember Gavin Ferlic made a motion to adopt Bill 16 -52 by acclamation. <br />Councilmember Dr. David Varner seconded the motion which carried by a voice vote of eight <br />(8) ayes. <br />Councilmember Karen White made a motion to suspend the rules to hear Bill 16 -53. <br />Councilmember John Voorde seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br />Bill 16 -53 A RESOLUTION OF THE COMMON COUNCIL <br />OF THE CITY OF SOUTH BEND, INDIANA <br />PUBLICLY HONORING THOMAS "TD" DAVIS <br />FOR WINNING THE 2016 INTERNATIONAL <br />POWERLIFTING FEDERATION'S SUPER <br />HEAVYWEIGHT JUNIOR DIVISION WORLD <br />CHAMPIONSHIP IN SOUTH AFRICA <br />Councilmember Oliver Davis invited Thomas Davis to come to the podium as well as his family. <br />He read the resolution in full. James Mueller, Chief of Staff of the Mayor's Office, read a letter <br />from the Mayor congratulating Mr. Davis on his achievement. Councilmebmer Davis invited the <br />public to speak in favor of the bill. <br />Jesse Davis, P.O. Box 10205 South Bend IN, congratulated Thomas Davis on his achievement. <br />He has been a great role model for the people who go to the gym and is a great inspiration to <br />anyone he has been around. He is the true definition of a "gentle giant ". <br />Diane Davis Perry, aunt to Thomas Davis, expressed her pride in Mr. Davis and how he is such a <br />class act. <br />John Perri, jail commander at the Elkhart County Sheriff s Department, Thomas Davis is an <br />officer at the jail. Both he and his brother are shining examples of what we want as correction <br />officers. He has a calming effect with the inmates and it has nothing to do with his size. They <br />teach the inmates what its like to be a man in today's world. <br />Thomas Davis thanked everyone for their kind words. He added it wasn't the Junior Division he <br />won because he was bumped up. It was an honor to represent the City. Mr. Davis stated to <br />Councilmember Randy Kelly that his father, Roland Kelly, was a big part of his life and a <br />mentor. He stated this is not the end and we are going to win again next year. <br />The Councilmembers all expressed their gratitude and thanks towards Mr. Davis for representing <br />the City as well he does. <br />Councilmember Dr. David Varner made a motion to adopt Bill 16 -53 by acclamation. <br />Councilmember Karen White seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br />REPORTS OF CITY OFFICES <br />Representing the city administration will be James Mueller. <br />RESOLVE INTO THE COMMITTEE OF THE WHOLE <br />At 7:32 p.m. Councilmember Dr. David Varner made a motion to resolve into the Committee of <br />the Whole. Councilmember Gavin Ferlic seconded the motion which carried by a voice vote of <br />eight (8) ayes. Councilmember Gavin Ferlic, Chairperson, presiding. <br />Councilmember Gavin Ferlic explained the procedures to be followed for tonight's meeting in <br />accordance with Article 1, Section 2 -11 of the South Bend Municipal Code. <br />PUBLIC HEARINGS <br />
