Councilmember Randy Kelly seconded the motion <br />which carried by a voice vote of eight (8) ayes. <br />SPECIAL BUSINESS <br />Council Vice President Oliver David recognized Boy Scout Troop 572 for attending the meeting <br />of the Common Council. <br />REPORTS OF CITY OFFICES <br />Representing the city administration will be John Murphy. <br />RESOLVE INTO THE COMMITTEE OF THE WHOLE <br />
