5W <br />REGULAR MEETING OCTOBER 24, 1988 <br />After review of the Proposals, Mrs. DeClercq recommended awarding <br />the Proposal submitted by Midwest Collection Services, Inc., and <br />entering into the six (6) month Contract submitted today. Mrs. <br />DeClercq stated that at the end of the six (6) month period, the <br />Department will assess the performance of Midwest Collection <br />Services and determine whether to extend the Contract for a full <br />year. <br />In response to questions from South Bend Tribune Reporter James <br />Wensits, Mrs. DeClercq advised that Midwest shall retain forty <br />per cent (40%) for accounts under six (6) months old and fifty <br />per cent (50%) for any account over six (6) months old or <br />transferred to another agency or for any account sent to an <br />attorney for collection as compensation for Midwest's services. <br />Mrs. DeClercq further advised Mr. Wensits that the City does <br />attempt to collect before accounts are turned over to the <br />collection agency with that attempt taking less than six (6) <br />months. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Ms. <br />Humphreys and carried, the Proposal was awarded and the <br />appropriate Contract for Collection Services approved and <br />executed. <br />APPROVE PROPOSAL WITH COLE ASSOCIATES - MUNICIPAL SERVICES <br />FACTT.TTY <br />Mr. Leszczynski advised that Cole Associates, Inc., 2211 East <br />Jefferson Boulevard, South Bend, Indiana, has submitted a <br />consultant agreement not to exceed $16,500.00 to look at the <br />ventilation problem at the Municipal Services Facility as well as <br />reuse of the building and the possible need for a new maintenance <br />garage. Ms. Katherine Humphreys, Director, Administration and <br />Finance, responded to questions from the news media and stated <br />that the City has done a lot of consolidation of its vehicle <br />maintenance and the adequacy of the Municipal Services Building <br />is questionable. Mr. Leszczynski further advised that the study <br />outlined in the Proposal submitted today will begin immediately. <br />Therefore, upon a motion made by Ms. Humphreys, seconded by Mrs. <br />DeClercq and carried, the Proposal as submitted was approved and <br />executed. <br />APPROVE PROJECT COMPLETION AFFIDAVIT - SOUTHEAST ESTATES. SECTION <br />#6 <br />Mr. Leszczynski advised that Donald E. Jankowski, Executive <br />Vice -President, Portage Realty Corporation, submitted to the <br />Board for approval a Project Completion Affidavit and Maintenance <br />Bond for improvements completed at Southeast Estates, Section #6, <br />Georgian Drive and Georgian Court. The Project Completion <br />Affidavit indicated that the final cost of improvements is <br />$59,834.15 which entailed water main installation by H. DeWulf in <br />the amount of $24,358.15 and paving by Michiana Paving in the <br />amount of $35,476.00 serving lots #60 through #65 and #70 through <br />#83. Therefore, upon a motion made by Mr. Leszczynski, seconded <br />by Mrs. DeClercq and carried, the Project Completion Affidavit as <br />submitted was approved and executed and the Maintenance Bond <br />accepted for filing. <br />APPROVE CONTRACT BOND - PORTAGE REALTY CORPORATION (SOUTHEAST <br />ESTATES, SECTION #6) <br />Mr. Leszczynski advised that Mr. Michael P. Meeks, Director, <br />Division of Engineering, has submitted to the Board a Contract <br />Bond as submitted by Portage Realty Corporation and American <br />States Insurance Company as surety for construction of sidewalks <br />in Southeast Estates, Section #6, in the City of South Bend. Mr. <br />Meeks noted that the Bond is to be retained by the Board until <br />such time as sidewalks are completed or the bond is replaced <br />(partial completion) with another Bond. Therefore, upon a motion <br />made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, <br />the Contract Bond as submitted was approved. <br />
