M REGULAR MEETING OCTOBER 10, 1988 the Board on September 26, 1988 and recommend approval. The Bureau of Traffic and Lighting noted that all decorations must be kept away from traffic signals, no lights are allowed on the decorations and no decorations shall cross the street overhead. Therefore, upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys and carried, the recommendation was accepted and the request approved. APPROVE REQUEST TO CLOSE T. JOSEPH STREET, BETWEEN E. NAVARRE & BARTLETT FOR NEIGHBORHOOD BLOCK PARTY - OCTOBER 14, 1988 In a letter to the Board, Mr. Timothy Kenesey and Mr. Timothy Woods, 121 Navarre Street, South Bend, Indiana, requested permission, on behalf of the residents of East Navarre and St. Joseph Streets, to close St. Joseph Street, from Bartlett to Navarre from 12:00 noon to 7:30 p.m. on Friday, October 14, 1988 for a neighborhood block party. Mr. Leszczynski advised that this request has been reviewed by the appropriate City depart- ments and bureaus and approval is recommended. Therefore, upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys and carried, the recommendation was accepted and the request approved. APPROVE RELEASE OF CONTRACTOR AND EXCAVATION BONDS Mr. Melvin Humphrey, Engineering Department, recommended that the Contractor's Bond for James Griffin be released effective November 5, 1988 and that the Excavation Bond for Diener Supply, Inc., be released effective October 10, 1988. Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the recommendation was accepted and the bonds released. FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT A report from the Department of Code Enforcement indicating a total of sixty-nine (69) properties cleaned from September 15, 1988 to October 5, 1988, was submitted. Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski and carried, the report as submitted was filed. APPROVE TRAFFIC CONTROL DEVICES Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the following two (2) traffic control devices were approved: 1. NEW INSTALLATION, HANDICAP - 317 E. Indiana. (Lucille Wingard, Visually & Physically Handicapped). 2. REVISED TO NO PARKING COMMERCIAL LOADING TOW AWAY ZONE - Williams, between Wayne & Western. REQUEST FOR COOPERATION FROM THE GENERAL PUBLIC TO REFRAIN FROM PLACING SIGNS IN THE PUBLIC RIGHT-OF-WAY Mrs. Patricia E. DeClercq, Director, Department of Code Enforcement, asked for the news media's cooperation in advising the general public that the placement of signs in the public right-of-way is not allowed. Mrs. DeClercq stated that especially at this time of year, political signs and realtor signs appear in the treelawn areas and the realtors and the candidates need to be reminded that the placement of such signs in the public right-of-way is not allowed. The signs create a traffic hazard and will be removed by the City. She advised that signs removed from the treelawn area can be retrieved from the Street Department garage. Mrs. DeClercq concluded by stating that cooperation from the general public is appreciated. 1 1 LJ
