M <br />REGULAR MEETING <br />OCTOBER 10, 1988 <br />the Board on September 26, 1988 and recommend approval. The <br />Bureau of Traffic and Lighting noted that all decorations must be <br />kept away from traffic signals, no lights are allowed on the <br />decorations and no decorations shall cross the street overhead. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Ms. <br />Humphreys and carried, the recommendation was accepted and the <br />request approved. <br />APPROVE REQUEST TO CLOSE <br />T. JOSEPH STREET, BETWEEN E. NAVARRE & <br />BARTLETT FOR NEIGHBORHOOD BLOCK PARTY - OCTOBER 14, 1988 <br />In a letter to the Board, Mr. Timothy Kenesey and Mr. Timothy <br />Woods, 121 Navarre Street, South Bend, Indiana, requested <br />permission, on behalf of the residents of East Navarre and St. <br />Joseph Streets, to close St. Joseph Street, from Bartlett to <br />Navarre from 12:00 noon to 7:30 p.m. on Friday, October 14, 1988 <br />for a neighborhood block party. Mr. Leszczynski advised that <br />this request has been reviewed by the appropriate City depart- <br />ments and bureaus and approval is recommended. Therefore, upon a <br />motion made by Mrs. DeClercq, seconded by Ms. Humphreys and <br />carried, the recommendation was accepted and the request <br />approved. <br />APPROVE RELEASE OF CONTRACTOR AND EXCAVATION BONDS <br />Mr. Melvin Humphrey, Engineering Department, recommended that the <br />Contractor's Bond for James Griffin be released effective <br />November 5, 1988 and that the Excavation Bond for Diener Supply, <br />Inc., be released effective October 10, 1988. Upon a motion made <br />by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the <br />recommendation was accepted and the bonds released. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating a <br />total of sixty-nine (69) properties cleaned from September 15, <br />1988 to October 5, 1988, was submitted. Upon a motion made by <br />Mrs. DeClercq, seconded by Mr. Leszczynski and carried, the <br />report as submitted was filed. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the following two (2) traffic control devices were <br />approved: <br />1. NEW INSTALLATION, HANDICAP - 317 E. Indiana. <br />(Lucille Wingard, Visually & Physically <br />Handicapped). <br />2. REVISED TO NO PARKING COMMERCIAL LOADING TOW <br />AWAY ZONE - Williams, between Wayne & Western. <br />REQUEST FOR COOPERATION FROM THE GENERAL PUBLIC TO REFRAIN FROM <br />PLACING SIGNS IN THE PUBLIC RIGHT-OF-WAY <br />Mrs. Patricia E. DeClercq, Director, Department of Code <br />Enforcement, asked for the news media's cooperation in advising <br />the general public that the placement of signs in the public <br />right-of-way is not allowed. Mrs. DeClercq stated that <br />especially at this time of year, political signs and realtor <br />signs appear in the treelawn areas and the realtors and the <br />candidates need to be reminded that the placement of such signs <br />in the public right-of-way is not allowed. The signs create a <br />traffic hazard and will be removed by the City. She advised that <br />signs removed from the treelawn area can be retrieved from the <br />Street Department garage. Mrs. DeClercq concluded by stating <br />that cooperation from the general public is appreciated. <br />1 <br />1 <br />LJ <br />
