REGULAR MEETING
OCTOBER 10, 1988
APPROVE AGREEMENT AND EASEMENT AGREEMENT WITH CHICAGO
RE: I/N TEK STEEL PLANT
SOUTH SHORE
Mr. Leszczynski stated that as the installation of a sewer in
connection with the I/N Tek Steel Plant construction is being
installed along Chicago South Shore right-of-way, the above
referred to Agreement and Easement Agreement, which allow the
City to use the right-of-way for installation of the sewer are
being submitted today for approval and execution. Mr.
Leszczynski further advised that there is a one-time easement
payment to the Chicago South Shore of $26,303.00 for use of the
property. Therefore, upon a motion made by Mr. Leszczynski,
seconded by Mrs. DeClercq and carried, the Agreement and the
Easement Agreement as submitted were approved and executed.
APPROVE HMO CONTRACTS FOR HEALTH PLUS AND MAXICARE
Ms. Katherine Humphreys, Director, Administration and Finance,
submitted to the Board Contracts from Health Plus and Maxicare
and recommended that these health insurance Contracts be approved
for the 1988-1989 contract year. Ms. Humphreys advised that
these Contracts are for coverage which the City currently has in
effect and that the Contracts have been reviewed by the City
Attorney's office. In response to an inquiry from the news media
regarding the City's cutting back to one HMO, Ms. Humphreys
advised that current subscribers were allowed to stay with the
HMO they selected if someone else already signed up for that
coverage. She further stated that neither of the two (2)
Contracts submitted today represent a majority of employees and
that the City currently does not have a Contract with Key
Health. Therefore, upon a motion made by Ms. Humphreys, seconded
by Mrs. DeClercq and carried, the Contracts as submitted were
approved and executed.
APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - SALE OF
ABANDONED VEHICLES
Mrs. Patricia E. DeClercq, Director, Department of Code
Enforcement, requested permission to advertise for the sale of
approximately eleven (11) abandoned vehicles, which are being
stored at Steve & Gene's Auto & Truck Salvage and Repair storage
lot at 218 South Grant Street, South Bend, Indiana. It was noted
that all vehicles have been stored more than fifteen (15) days,
identification checks had been run for auto theft and the owners
and lienholders notified. Upon a motion made by Mrs. DeClercq,
seconded by Ms. Humphreys and carried, the above request was
approved and a date of October 24, 1988, was established for the
receiving and opening of sealed bids.
APPROVE ADDENDUM TO VEHICLE TOWING CONTRACT - CITY/SOUT.H BEND
AUTO PARTS
Mrs. Patricia E. DeClercq, Director, Department of Code
Enforcement, advised that on September 26, 1988, the Board
approved an emergency Contract with Super Auto Salvage Company,
3300 South Main Street to store abandoned vehicles which have
been towed. The Addendum submitted today puts on record that
South Bend Auto Parts agrees to tow abandoned vehicles to this
second storage yard. Therefore, upon a motion made by Mr.
Leszczynski, seconded by Ms. Humphreys and carried, the Addendum
to the Vehicle Towing Contract, the original of which was
approved and executed on March 7, 1988, was approved and
executed.
REQUEST OF CARL J. REINKE & SONS TO CLOSE TUTT STREET, FROM
CARROLL STREET E. TO FELLOWS STREET FOR FOUR (4) MONTHS IN
CONJUNCTION WITH CONSTRUCTION PROJECT - REFERRED
Mr. Leszczynski advised that the Board is in receipt of a letter
from Mr. Gerald C. Reinke, Carl J. Reinke & Sons, Inc., P.O. Box
3095, South Bend, Indiana, advising that they are the general
contractors for the addition to Mossberg & Company, Inc., at 301
East Sample Street.
1
1
