Martin, Clerk <br />Board of Public Works <br />FROM: Roger Nawrot, Assistant City Engineer <br />SUBJECT: Emergency Storm Damage Repair to Infrastructure <br />Project No. 116-083 <br />DATE: September 21, 2016 <br />On August 15 and 16, 2016 the City of South Bend ("City") experienced a rainfall event <br />of major magnitude that caused damaged to the streets and the adjacent storm water facilities. <br />This major rainfall event could not have been reasonably foreseen and it does impact public <br />safety as we currently have two streets with traffic lane restrictions, one street with a washed <br />out shoulder and one street that has the storm water discharge path washout into a detention <br />basin. With the limited amount of good weather left in the construction season the Engineering <br />Division is requesting that the Board of Public Works recognize the rainfall event as an <br />emergency as defined by IC 36-1-2-4.5 and declare an emergency under IC 36-1-12-9 for the <br />limited purpose of allowing for street repairs by invitation of contractors who are known to the <br />City as being capable of completing the necessary street repairs. <br />The projects that are potentially subject to this request are: <br />116-083D <br />Ireland Road east of Ironwood Drive <br />116-083E <br />Chippewa Avenue at Bowman Creek <br />116-083F <br />Randolph Street at the Storm Water Basin <br />116-083G <br />Ireland Road at High Street <br />The contractors that will be invited to quote on each one of these projects are HRP <br />Construction Co., Rieth-Riley Construction Co., Selge Construction Co. and Walsh & Kelly, Inc.. <br />Please call with your questions. <br />Enclosure <br />APPROVED <br />Board of Public Works <br />
