123 <br />REGULAR MEETING <br />MAY 9, 1988 <br />the above referred to request submitted to the Board on April 25, <br />1988 and recommend approval. Therefore, upon a motion made by <br />Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the <br />recommendation was accepted and the request approved. <br />APPROVE REQUEST TO CONDUCT ETHNIC FESTIVAL PARADE AND BIKE RACE - <br />JULY 2, 1988 <br />Mr. Leszczynski advised that the appropriate City departments and <br />bureaus have reviewed the above referred to request submitted to <br />the Board on March 28, 1988, and approval is recommended at this <br />time. Therefore, upon a motion made by Mrs. DeClercq, seconded <br />by Mr. Leszczynski and carried, the recommendation was accepted <br />and the request approved. <br />APPROVE TITLE SHEET <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the title sheet for Kensington Farms East, Section <br />V, Part II was approved and signed. <br />APPROVE LICENSE APPLICATION - SECONDHAND DEALER <br />Mr. Leszczynski advised that the following one (1) secondhand <br />dealers license application has been received: <br />NAME: <br />Penthaniel & Children's Fashions <br />& Crafts <br />BY: Cheryl L. Barnett <br />ADDRESS: 2120 Miami Street <br />FOR THE PURPOSE OF SELLING: Children's used clothing <br />and miscellaneous <br />Mr. Leszczynski further advised that favorable recommendations <br />have been received from the Bureau of Traffic and Lighting, <br />Department of Code Enforcement, Police Department and Fire <br />Department on the above application. Upon a motion made by Mr. <br />Leszczynski, seconded by Mrs. DeClercq and carried, the above <br />license application was approved and referred to the Deputy <br />Controller's office for issuance of a license. <br />APPROVE CARNIVAL AND CIRCUS LICENSE APPLICATION - SOUTH BEND <br />SHRINE CLUB <br />Mr. Leszczynski advised that Mr. David Laflin, Circus Chairman <br />for the South Bend Shrine Club, Inc., 430 North Main Street, <br />South Bend, Indiana, has submitted a license application to <br />conduct the annual Shrine Club Circus at the 4-H Fairgrounds on <br />June 2 and 3, 1988. Mr. Leszczynski further advised that the <br />Bureau of Traffic and Lighting, Police Department, St. Joseph <br />County Health Department and Area Plan Commission have reviewed <br />the application and recommend approval. Additionally, Mr. Jack <br />A. Mathews, Building Commissioner and Secretary of the Board of <br />Zoning Appeals, has advised that on February 25, 1988, the Board <br />of Zoning Appeals granted a variance to the South Bend Shrine <br />Club to conduct the circus at the 4-H Fairgrounds. Therefore, <br />upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the recommendation was accepted and the license <br />application approved. <br />DENY APPLICATION FOR RUBBISH AND GARBAGE REMOVAL - WILLIE H. LEE <br />Mrs. Patricia DeClercq, Director, Department of Code Enforcement, <br />advised the Board that Mr. Willie H. Lee, 1312 Marietta Street, <br />South Bend, Indiana has submitted an application for a Rubbish <br />and Garbage Removal license. Mrs. DeClercq stated that she has <br />reviewed the license,application and is recommending denial of <br />the license at this time. <br />Mrs. DeClercq stated that the denial is based on violations of <br />Sections 4-48(a), 4-48(d) and 4-48(g)(1) of the Municipal Code as <br />
