350 <br />REGULAR MEETING <br />NOVEMBER 27 1989 <br />The regular meeting of the Board of Public Works was convened at <br />9:36 a.m. on Monday, November 27, 1989, by Board President John <br />E. Leszczynski, with Mr. Leszczynski, Mrs. Patricia E. DeClercq <br />and Ms. Katherine Humphreys present. Also present was Assistant <br />City Attorney Jenny Pitts Manier. <br />AGENDA ITEMS ADDED <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, a request from the Department of Redevelopment for <br />Air Rights Easements and a Walkway Construction, Easement and <br />Operating Agreement were added to the agenda. <br />APPROVE CANCELLATION OF SCHEDULED DECEMBER 26 1989 BOARD MEETING <br />Mr. Leszczynski advised that due to the Christmas Holiday, it has <br />been recommended that the scheduled meeting of the Board to be <br />held on Tuesday, December 26, 1989, be cancelled and no meeting <br />be re -scheduled for that holiday week. Therefore, Mrs. DeClercq <br />made a motion that the recommendation be accepted and approved. <br />Ms. Humphreys seconded the motion which carried. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys <br />and carried, the minutes of the November 20, 1989, regular <br />meeting of the Board were approved. <br />OPENING OF BIDS - THREE (3) NEW OR LOW MILEAGE 1989 OR 1990 MODEL <br />VEHICLES FOR THE POLICE DEPARTMENT DETECTIVE BUREAU AND FILING OF <br />APPLICATIONS FOR BIDDER QUALIFICATION <br />Mr. Leszczynski advised that this was the date set for receiving <br />and opening of sealed bids for the above referred to vehicles. <br />The Clerk tendered proofs of publication of Notice in the South <br />Bend Tribune and the Tri-County News which were found to be <br />sufficient. <br />Board Attorney Jenny Pitts Manier advised that the bid of The <br />Hertz Corporation, 22522 Lincolnway West, U.S. 20, South Bend, <br />Indiana, did not contain either a Bid Bond or Certified Check as <br />bid security. The Hertz Corporation indicated in their bid that <br />it is not an acceptable policy for The Hertz Corporation to issue <br />certified checks and because of the Thanksgiving Holiday and <br />early morning bid opening, they did not have sufficient time to <br />secure a ten per cent (100) Bid Bond. Therefore, Mrs. DeClercq <br />made a motion that the bid of The Hertz Corporation be rejected <br />as non -responsive to bid requirements. Mr. Leszczynski seconded <br />the motion which carried. <br />The following bids were opened and publicly read: <br />GATES CHEVROLET CORPORATION <br />401 South Lafayette Boulevard <br />South Bend, Indiana 46601 <br />Bid was signed by Charles J. Lindzy, Fleet Manager, Non - <br />Collusion Affidavit was in order and a 10o Bid Bond was <br />submitted. <br />BID: Three (3) 1990 Chevrolet Corsica $ 9,647.53 each <br />4 door sedans with automatic <br />transmission, radio, air conditioner, <br />rear defogger, tint glass, 103.1" WB, <br />2.2 liter 4 cyl. engine <br />NOTE: Vehicles bid are new 1990's <br />NET BID FOR THREE (3): $28,942.59 <br />I- <br />I <br />
