173 <br />SPECIAL MEETING <br />JUNE 15, 1989 <br />A Special Meeting of the Board of Public Works was convened at <br />9:45 a.m. on Thursday, June 15, 1989, by Board President John E. <br />Leszczynski, with Mr. Leszczynski, Mrs. Patricia E. DeClercq and <br />Ms. Katherine Humphreys present. Also present were Mayor Joseph <br />E. Kernan and Assistant City Attorney Jenny Pitts-Manier. <br />APPROVE WASTEWATER SERVICE AGREEMENT <br />Mr. Leszczynski advised that submitted to the Board today for <br />- consideration is a Wastewater Service Agreement with the Town of <br />New Carlisle. <br />1 <br />1 <br />At this time, Mayor Joseph E. Kernan welcomed Mr. David Swope, <br />President of the Town Board of New Carlisle, to the signing of an <br />historic agreement between the two (2) communities. Mayor Kernan <br />stated that he is pleased with the fact that negotiations and <br />discussions have gone so well and resulted in something happening <br />that has broader implications than just the Agreement submitted <br />today. <br />Mr. Swope stated that this Agreement is by far the most ideal <br />situation for the Town of New Carlisle. He stated that it would <br />have cost the town double to upgrade their facility and the <br />facility would have still been limited because of available <br />space. <br />Mayor Kernan stated that he is excited about this relationship <br />with the Town of New Carlisle. He also stated that the City of <br />South Bend will receive additional revenue because of this <br />Agreement and he is pleased that the City has the capability to <br />provide this access to New Carlisle. Therefore, Mayor Kernan <br />advised that he would request that the Board approve the <br />Agreement submitted today. <br />Mrs. DeClercq made a motion that the Agreement as submitted be <br />approved. Ms. Humphreys seconded the motion, which carried, and <br />the Agreement was executed by members of the Board of Public <br />Works, Mayor Kernan and Mr. Dave Swope of the Town of New <br />Carlisle. <br />Mayor Kernan, Mr. Dave Swope and Mr. Leszczynski continued to <br />answer questions asked by the news media concerning this <br />Agreement. They noted that there will be no additional cost to <br />the City of South Bend, that the expense of running the sewer <br />line and its maintenance would be borne by the Town of New <br />Carlisle, that the Town of New Carlisle would be another customer <br />of the City of South Bend, that the term of the Agreement is <br />twenty (20) years, that the Agreement requires New Carlisle to <br />extend a sewer to the public sewer in the vicinity of the I/N Tek <br />plant and that the town will continue to maintain their sewer <br />system, bill their customers and meet all the federal and state <br />requirements imposed by the South Bend Sewer Use Ordinance. <br />ADJOURNMENT <br />There being no further business <br />motion made by Mr. Leszczynski, <br />carried, the meeting adjourned <br />ATT ST : <br />Sandra M.
