107 <br />REGULAR MEETING <br />APRIL 17, 1989 <br />APPROVE COMMUNITY DEVELOPMENT ADDENDUM <br />The following Community Development Addendum was presented to the <br />Board for approval: <br />ADDENDUM I <br />SOUTH BEND REDEVELOPMENT COMMISSION <br />STUDEBAKER CORRIDOR PLANNING <br />Addendum I provides for a time extension until December <br />31, 1989. <br />Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys <br />and carried, the above referred to Addendum was approved and <br />executed. <br />APPROVE AGREEMENT FOR ARBITRAGE REBATE MONITORING SERVICE - <br />SPRINGSTED, INC. <br />Chief Deputy Controller John D. Leisenring submitted to the Board <br />the above referred to Agreement and advised that this Agreement <br />is with Springsted, Inc. Public Finance Advisors, 251 North <br />Illinois Street, Suite 1510, Indianapolis, Indiana. He stated <br />that Springsted, Inc., pursuant to the terms of this Agreement, <br />will calculate yield and prepare paperwork pertaining to <br />arbitrage on money borrowed by the City. Mr. Leisenring stated <br />that there are extensive governmental regulations that were <br />adopted in the Fall of 1988 with new guidelines coming out this <br />Spring. He stated that the regulations are complex and the <br />consequences of failing to follow those regulations could mean <br />that the City's bonds could be determined not to be tax exempt. <br />Therefore, upon a motion made by Ms. Humphreys, seconded by Mrs. <br />DeClercq and carried the Agreement as submitted was approved and <br />executed. <br />APPROVE AGREEMENTS - INDIANA DEPARTMENT OF HIGHWAYS - TRAFFIC <br />SIGNALS: <br />- LOGAN & MISHAWAKA AVENUE <br />- HICKORY & MIRACLE AND CALVERT & TWYCKENHAM <br />Mr. Leszczynski stated that Mr. Michael P. Meeks, Director, <br />Division of Engineering, has submitted Agreements received from <br />Mr. R.E. Wheeler, Area Engineer, Division of Local Assistance, <br />Indiana Department of Highways, 100 North Senate Avenue, Room <br />1101 State Office Building, Indianapolis, Indiana for the above <br />referred to projects and recommends approval. Mr. Leszczynski <br />stated that there is no cost to the City for these projects with <br />the funding coming from federal aid urban funds. Therefore, upon <br />a motion made by Mr. Leszczynski, seconded by Ms. Humphreys and <br />carried, the recommendation was accepted and the Agreements <br />approved and executed. <br />APPROVE AGREEMENT FOR PROFESSIONAL SERVICES - CITY OF SOUTH <br />BEND/EMPLOYMENT AND TRAINING SERVICES OF ST. JOSEPH COUNTY <br />Mr. Leszczynski advised that an Agreement for professional <br />Services between the City and Employment and Training Services of <br />St. Joseph County (ETS) was submitted to the Board for approval. <br />It was noted that ETS will administer an achievement test to <br />individuals applying for openings with the South Bend Fire <br />Department as needed. The City will pay ETS the sum of ten <br />dollars ($10.00) per applicant for testing services to be billed <br />to the Fire Department. It was noted that the City has a <br />similar arrangement with ETS for the Police Department. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Ms. <br />Humphreys and carried, the Agreement as submitted was approved <br />and executed. <br />APPROVE AGREEMENT FOR USE OF PUBLIC RIGHT-OF-WAY FOR FOOT RACES <br />AND SIMILAR EVENTS - MARCH OF DIMES 19TH ANNUAL WALK AMERICA - <br />APRIL 22, 1989 <br />Mr. Leszczynski advised that pursuant to Resolution No. 9-1985, <br />
