Em <br />REGULAR MEETING <br />APRIL 3, 1989 <br />Board Attorney Marva Leonard -Dent advised that the bid submitted <br />by St. Joseph Materials Company, Inc., 60669 Orange Road, South <br />Bend, Indiana, was not signed and was therefore a defective bid. <br />Additionally, the bid submitted by Vulcan Materials Company, <br />24358 State Road #23, South Bend, Indiana, did not contain <br />adequate bid security and was also a defective bid. <br />Therefore, upon a motion made by Mr. Leszczynski, seconded by Ms. <br />Humphreys and carried, the bids submitted by St. Joseph Materials <br />Company, Inc. and Vulcan Materials Company were rejected. <br />Additionally, upon a motion made by Mr. Leszczynski, seconded by <br />Mrs. DeClercq and carried, the bids which were read were referred <br />to the Street Department for review and recommendation and the <br />applications for qualification as submitted with the bids <br />were accepted for filing and referred to the Affirmative Action <br />Review Committee for review and recommendation. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACT <br />The following Community Development Contract was presented to the <br />Board for approval: <br />DIVISION OF ECONOMIC DEVELOPMENT AND BUSINESS ASSISTANCE <br />WEST WASHINGTON DEVELOPMENT <br />The targeted goal for this activity is to conduct appraisals, <br />title searches and legal surveys on selected properties in <br />the West Washington/Chapin Revitalization Area. The total <br />cost of this activity shall not exceed $95,000.00. <br />Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys <br />and carried, the above referred to Contract was approved and <br />executed. <br />APPROVE CONTRACT FOR DOG LICENSING SERVICES - HUMANE SOCIETY OF <br />ST. JOSEPH COUNTY, INDIANA, INC. <br />Mr. Leszczynski advised that a Contract for Dog Licensing <br />Services, between the City of South Bend and the Humane Society <br />of St. Joseph County, Indiana, Inc., has been submitted to the <br />Board for approval. <br />Mrs. Patricia E. DeClercq, Director, Department of Code <br />Enforcement, advised that she and City Controller Katherine <br />Humphreys have been meeting with representatives of the Humane <br />Society for some time to discuss this proposal which would allow <br />dog licenses to be purchased at the Humane Society. Mrs. <br />DeClercq stated that the Common Council has acted favorably in <br />regards to this matter thereby allowing the City to enter into <br />this type of arrangement with the Humane Society. <br />Therefore, Mrs. DeClercq made a motion that the Contract as <br />submitted be approved and executed. Ms. Humphreys seconded the <br />motion and it carried. <br />In response to questions from the news media, Mrs. DeClercq <br />advised that the licensing fee collected by the Humane Society <br />would be split between the Humane Society and the City. She <br />further advised that this procedure will be set in place as soon <br />as some of the final details have been worked out with the Humane <br />Society. <br />Ms. Humphreys advised the Board that Mrs. DeClercq has worked <br />long and hard on this matter and has done a great job in bringing <br />this matter to this final point. <br />ADOPT RESOLUTION NO. 12-1989 - SALE OF CITY -OWNED PROPERTY <br />- 1210 MC CARTNEY, 1113 BURNS AND 263 MAPLE <br />Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys <br />
