W. <br />REGULAR MEETING <br />DECEMBER 31, 1990 <br />75 <br />tons basis 100% FeC13 Ferric Chloride $203.36 <br />per ton basis <br />100% FeC13 or <br />$0.10168/# basis <br />100% FeC13 <br />in 45,000 pound min.tank trailers <br />Total: <br />2000 pound containers Sulfur Dioxide <br />Total: <br />$81,344.00 <br />$370.00 per ton <br />or $18.50/cwt. <br />$27,750.00 <br />Delivery per specifications. <br />Firm price for contract period. <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the above bids were referred to the Division of <br />Environmental Services for review and recommendation. <br />PUBLIC HEARING AND FAVORABLE RECOMMENDATION - ALLEY VACATION: 2ND <br />OF BLAINE AVENUE <br />Mr. Leszczynski advised <br />Board's Public Hearing <br />follows: <br />that this was the date set for the <br />on a proposed alley vacation described as <br />Second east -west alley South of Lincolnway West, <br />located between the West right-of-way line of Blaine <br />Avenue and the East line of the First north -south alley <br />West of Blaine Avenue, part situated in Klingles <br />Michigan Avenue Addition in the East Half of the South- <br />west Quarter of Section 2, Township 37 North, Range 2 <br />East, in the City of South Bend, St. Joseph County, IN <br />It is noted that this Public Hearing is being held in order for <br />the Board to submit a recommendation to the Common Council <br />concerning the Vacation Petition filed by Mr. Willie E. Lott, 537 <br />Blaine Avenue, South Bend, Indiana. It was further noted that <br />pursuant to South Bend Municipal Code Section 18-53.8, owners <br />whose property abut the proposed alley to be vacated as well as <br />those property owners within one hundred fifty feet (150') of the <br />alley to be vacated were notified of the Board's Public Hearing <br />date. <br />Mr. Edward C. Magdalinski, 534 Cleveland Avenue, South Bend, <br />Indiana, property owner of Lot #19, was present and submitted to <br />the Board his letter in opposition to the closing of the alley. <br />Mr. Magdalinski advised the Board that the closing of the alley <br />would create more traffic down his alley which is already used <br />like a race track. He noted that Mr. Willie Lott, the <br />Petitioner, has also complained in the past about the amount of <br />traffic going through the alley. Mr. Magdalinski stated that <br />cars park in the alley making it difficult to use the alley. <br />Also, there are children in the neighborhood and the parents of <br />those children are concerned about their safety. Mr. Magdalinski <br />submitted to the Board a letter from Mr. & Mrs. Carl L. <br />Broockerd, 536 Cleveland Avenue, South Bend, Indiana, indicating <br />that they also are opposed to the closing of the alley. <br />Ms. Diana Taylor, 536 North Blaine, was present and advised the <br />Board that she is opposed to the closing of the alley because <br />Blaine is a very busy street with large houses and they can park <br />only on one side of the street. She noted that a number of <br />families own two (2) to three (3) cars with Mr. Lott owning four <br />(4). She noted that the residents need that alley in order to <br />turn around. To use another alley to turn around is not <br />acceptable because there is no visibility and because of the <br />amount of traffic that utilizes this busy street it would create <br />a very dangerous situation.
