357 <br />REGULAR MEETING NOVEMBER 5. 1990 <br />The regular meeting of the Board of Public Works was convened at <br />9:31 a.m. on Monday, November 5, 1990, by Board President John E. <br />Leszczynski, with Mr. Leszczynski, Mrs. Patricia E. DeClercq and <br />Ms. Katherine Humphreys present. Also present was Deputy City <br />Attorney Robert Rosenfeld. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski <br />and carried, the minutes of the October 29, 1990, regular meeting <br />of the Board were approved. <br />OPENING OF BIDS - TRANSWESTERN BUILDING ASBESTOS ABATEMENT AND <br />DEMOLITION PROJECT <br />Mr. Leszczynski advised that this was the date set for the <br />receiving and opening of sealed bids for the above referred to <br />project. The Clerk tendered proofs of publication of Notice in <br />the South Bend Tribune and the Tri-County News which were found <br />to be sufficient. <br />Mr. Leszczynski indicated that the following companies have <br />advised that they decline to bid at this time: <br />Environmental Engineers <br />2208 Welsch Industrial Court <br />St. Louis, MO 63146-4222 <br />Wilkins & Wheaton Environmental Services, Inc. <br />169 Portage Street <br />Kalamazoo, Michigan 49007-4881 <br />Attorney Robert C. Rosenfeld advised that the bid submitted by <br />Environmental Diversified Services, 320 North Michigan Avenue, <br />Suite 2100, Chicago, Illinois, did not contain a signed <br />Non -Discrimination Commitment form. Additionally, the bid <br />submitted by Arcam, P.O. Box 875, 5656 McDermott, Berkeley, <br />Illinois, did not contain the required State Board of Accounts <br />Form #96. Therefore, Mrs. DeClercq made a motion that these bids <br />be rejected. Mr. Leszczynski seconded the motion which carried. <br />Mr. Leszczynski advised that Action Wrecking, Inc., 7461 South <br />Lowe Avenue, Chicago, Illinois, "faxed" their bid to the Board <br />and therefore he made a motion that this bid be rejected. Mrs. <br />DeClercq seconded the motion which carried. <br />It is noted that the Engineer's Estimate for Bid Package #1 is <br />$262,600.00 and $1,238,900.00 for Bid Package #2. <br />The following bids were opened and publicly read: <br />VICKERY & ASSOCIATES, INCORPORATED <br />1007 West Lunt Avenue <br />Schaumburg, Illinois 60193 <br />Bid was signed by Mr. Robert M. Vickery, President, <br />Non -Collusion Affidavit was in order, Non -Discrimination <br />Commitment form was completed and a Bid Bond in the amount of <br />$9,750.00 was submitted. <br />BID: Bid Package No. 1 Total Lump Sum Bid: $109,830.00 <br />CHICAGO TOXIC CORPORATION <br />2625 South Loomis <br />Chicago, Illinois <br />Bid was signed by Mr. David R. Kerr, President, Non -Collusion <br />Affidavit was in order, Non -Discrimination Commitment form was <br />completed and a Bid Bond in the amount of $25,000.00 was <br />submitted. <br />BID: Bid Package No. 1 Total Lump Sum Bid: $258,000.00 <br />
