Mr. Maxey
stated that the proposed alley to be vacated is used more as a
thoroughfare than as an alley. He noted that because of the
River Park Branch of the South Bend Public Library and Indiana
University at South Bend traffic through the alley has increased
as individuals utilize the alley as a cut -through.
Mr. Maxey submitted to the Board a letter from Mr. and Mrs.
Charles Whetstone, 925 South 21st Street, South Bend, Indiana,
owners of Lot #42, stating their support of the alley vacation.
Additionally, Mrs. Lucille Quirk, 926 South 21st Street, South
Bend, Indiana, owner of Lot #7, submitted to the Board a letter
indicating her support of the alley closing. In conclusion, Mr.
Maxey begged the Board's indulgence of this vacation petition.
Mr. Bradley Richards, 922 21st Street, South Bend, Indiana, owner
of Lot 46, addressed the Board and stated that he has lived at
this address for only a few months but has observed that the
alley is used quite a bit by fast moving vehicles of students
leaving I.U.S.B.
Mr. Robert Furlong, 914 South 21st Street, South Bend, Indiana,
owner of Lot #4, advised the Board that he and his neighbor, Mrs.
Perry, have small children and are very concerned about their
safety due to the number of vehicles utilizing the alley at a
high rate of speed putting their children in danger.
Mr. Owen "Butch" Morgan, 730 Brookmede, South Bend, Indiana,
representing Indiana Michigan Power Company, 100 East Wayne
Street, South Bend, Indiana, submitted to the Board a letter
which he read and which states that I&M has extensive facilities
located in the proposed alleys to be vacated and that vacating
the alleys could cause a great deal of problems for residents and
businesses that are supplied power via these facilities. I&M has
eight (8) utility poles located in the alley, of which three (3)
are switching poles. Switching poles are used to divert power
from one circuit to another circuit. This occurs when there is a
power outage such as problems caused by a storm. The poles and
lines in this particular alley service the following entities:
I. I.U.S.B.
2. Associates Computer Center
3. South Bend Public Library/River Park Branch
