323 <br />REGULAR MEETING OCTOBER 1. 1990 <br />APPROVE REQUEST OF THE REDEVELOPMENT COMMISSION TO HAVE THE BOARD <br />OF PUBLIC WORKS ACT AS THEIR AGENT FOR THE ASBESTOS ABATEMENT AND <br />DEMOLITION OF THE TRANSWESTERN BUILDING PROJECT AND REQUEST TO <br />ADVERTISE FOR RECEIPT OF BIDS FOR THIS PROJECT <br />Mrs. DeClercq advised that Ms. Ann E. Kolata, Deputy Executive <br />Director, for Jon R. Hunt, Executive Director, Department of <br />Economic Development, advises that the South Bend Redevelopment <br />Commission requests that the Board of Public Works act as its <br />representative for the demolition of the Transwestern Building in <br />the Studebaker Corridor Development Area. Ms. Kolata noted that <br />this would include demolition of the building and removal of any <br />hazardous wastes. Therefore, Ms. Humphreys made a motion that <br />the request of the Commission for the Board to act as their agent <br />and to advertise for the receipt of bids for this project be <br />approved. Mrs. DeClercq seconded the motion which carried. <br />REQUEST -OF THE NEAR WEST SIDE NEIGHBORHOOD ORGANIZATION TO ERECT <br />WELCOME SIGN ON CITY -OWNED PROPERTY - S.W. CORNER OF WESTERN AND <br />CHAPIN - REFERRED <br />In a letter to the Board, Mr. Thomas C. Miller, 715 West <br />Washington Street, South Bend, Indiana, advised that he is <br />writing as a representative of the Near West Side Neighborhood <br />Organization. <br />Mr. Miller noted that the group was recently awarded a grant of <br />$1,000.00 from the City's Good Neighbor Program for the purpose <br />of erecting a welcome sign at the corner of Western Avenue and <br />Chapin Street, specifically, the lot, which is City -owned, on the <br />southwest corner of that intersection. Therefore, they are <br />seeking formal permission to erect the sign on City property. <br />Mr. Miller advised that the sign itself will be four (4) feet <br />high and eight (8) feet wide and stand six (6) feet off the <br />ground. It will be imbedded in a mound of earth one (1) foot <br />high surrounded by landscaping timbers and assorted plantings. <br />They intend to hold the sign well back from the street since its <br />size will be readable from some distance. The precise <br />information on the sign has not yet been determined but the <br />intention is to couple a welcoming statement with a phrase <br />identifying the neighborhood. The face of the sign will be <br />manufactured by Burkhart Advertising and assembled and erected by <br />the organization. The targeted date for completion is October <br />20, 1990 and the Near West Side Neighborhood Organization is <br />committed to the maintenance of the sign and upkeep of the <br />plantings. <br />Mrs. DeClercq made a motion that the request be referred to the <br />appropriate City departments and bureaus for review and <br />recommendation. Ms. Humphreys seconded the motion which carried. <br />APPROVE REQUEST OF SOUTH BEND HERITAGE FOUNDATION TO CONDUCT 2ND <br />ANNUAL RED RIBBON DAY MARCH - OCTOBER 27, 1990 <br />Mrs. DeClercq advised that the Bureau of Traffic and Lighting, <br />Police Department Traffic and the City Attorney's office have <br />reviewed the above referred to request which was submitted to the <br />Board on September 17, 1990 and approval is recommended. <br />Therefore, Mrs. DeClercq made a motion that the recommendation be <br />accepted and the request be approved. Ms. Humphreys seconded the <br />motion which carried. <br />APPROVE EXCAVATION BOND <br />Mrs. DeClercq advised that the Engineering Department has <br />recommended that the Excavation Bond for Warner & Sons, Inc., <br />P.O. Box 87, Elkhart, Indiana, be approved effective September <br />25, 1990. Mrs. DeClercq made a motion that the recommendation be <br />accepted and the bond be approved. Ms. Humphreys seconded the <br />motion which carried. <br />
