303 <br />REGULAR MEETING <br />SEPTEMBER 17, 1990 <br />Streets, street lighting, water facilities, sewers, and storm <br />water drainage facilities exist throughout the developed portion <br />of the Annexation Area. The developer of the rest of the <br />Annexation Area will be responsible for seeing that similar <br />infrastructure improvements are provided to the remaining vacant <br />parcels as the light industrial park develops. <br />IV. PROVISION OF CITY SERVICES <br />A. Public Works <br />No additional expenditure of funds by the City will be required <br />to provide capital improvements due to the fact that the <br />Industrial Park's developer will be providing street <br />construction, street lighting, sewer, water, and storm water <br />drainage facilities throughout the Annexation Area. <br />The proposed streets represent less than one percent (1%) of the <br />City's current road system and can be easily maintained with <br />existing personnel and equipment without additional expenditure <br />of money. <br />The existing wastewater treatment and collection systems can <br />provide service to the proposed area without any additional <br />expenditures by the City. The existing water system is adequate <br />and currently available to the Annexation Area and no additional <br />expenditures of money are necessary to serve the Annexation <br />Area. These services shall be furnished to the Annexation Area <br />immediately upon the effective date of the annexation. <br />The City can also provide solid waste collection services as <br />needed to the Annexation Area without additional equipment or <br />personnel and without additional expenditure of money. <br />B. Police Protection <br />The Annexation Area's industrial use as well as its size and <br />location necessitate the creation of a new police patrol beat <br />adjacent the existing Beat 22 to provide adequate and comparable <br />police protection to the area. The additional beat will require <br />4.5 patrol officers to cover all three shifts and days off. <br />Personnel will spend approximately 20 percent of their time on <br />patrol within the area. Total yearly cost for personnel <br />associated with the new patrol beat is approximately $31,550, <br />including supervision, vacation coverage, and overtime as <br />required. An additional patrol vehicle, costing approximately <br />$13,000 will also be needed for the new beat. Total costs <br />attributable to the creation of the new beat is $44,550. <br />Personnel costs will be included in the annual operating budget <br />of the Police Department. Vehicle costs will be paid from the <br />Cumulative Capital Development Fund or General Fund. Police <br />protection of the scope detailed herein shall be furnished to the <br />Annexation Area within one (1) year of the effective date of the <br />annexation. <br />C. Fire Protection <br />Fire protection can be furnished immediately upon the effective <br />date of the annexation. <br />The South Bend Fire Department can provide comparable fire <br />protection to the proposed annexed area without the purchase of <br />new equipment or the hiring of new employees. The Annexation <br />Area is located approximately 2.0 miles from South Bend Fire <br />Department Station #11 at 3505 North Bendix Drive. Additional <br />Fire Department units will respond, including Midi 7 and Quint 7, <br />which are located at 1616 Portage Avenue, approximately 2.3 miles <br />from Station 11.
