Therefore, Mr. Leszczynski made a motion that the <br />Escrow Agreements be approved. Mrs. DeClercq seconded the motion <br />which carried. <br />APPROVE MEMORANDUM OF UNDERSTANDING - SOUTH BEND HOUSING <br />AUTHORITY <br />Mr. Ted Leverman, Assistant Director, Bureau of Housing, advised <br />that the Bureau is again seeking the approval of the Board on a <br />Memorandum of Understanding between the South Bend Housing <br />Authority and the City of South Bend in connection with the <br />Rental Rehabilitation program. He noted that this is an annual <br />requirement of HUD. <br />Mr. Leverman advised that this Memorandum is being submitted to <br />the Department of Housing and Urban Development in conjunction <br />with their application for the $68,000.00 which has been <br />allocated to South Bend for fiscal year 1990. A Memorandum of <br />Understanding is a federal requirement of the Rental <br />Rehabilitation Program as stated in the Federal Register (24 CFR <br />511.41b) which states that the Grantee and each participating PHA <br />shall execute a Memorandum of Understanding setting forth the <br />responsibilities of each party and the procedures to be followed <br />1 <br />1 <br />
