2 <br />REGULAR MEETING <br />JANUARY 2, 1990 <br />Mr. Leszczynski also noted <br />unfavorable recommendation <br />Development and therefore <br />department to explain that <br />that the Board is in receipt of <br />from the Department of Economic <br />called upon Mr. Larry Koepfle of <br />recommendation to the Board. <br />2441 <br />that <br />Mr. Koepfle advised that the recommendation was based on concerns <br />regarding use of setbacks and the turning radius and also on the <br />best use of the property in terms of density. He stated that it <br />is recommended that the Board of Zoning Appeals be asked for a <br />variance from on -site parking requirements and that the <br />Petitioner work with the church to effect some type of shared <br />parking arrangement. He noted that arrangement might be more <br />appropriate and that the vacation should be the last resort. <br />Mr. Leszczynski advised Mr. Koepfle that the role of the Board in <br />this proposed vacation is to review the technical aspect with <br />reference to the closing of the alley. He asked Mr. Koepfle if <br />the Department felt there was a need to keep the alley open. Mr. <br />Koepfle advised that they could not say. Mr. Leszczynski noted <br />that the Board cannot address this redevelopment issue but must <br />address the issue of whether or not the closing of the alley <br />would create a hardship or a public safety problem. <br />There being no further questions or comments, Mrs. DeClercq made <br />a motion that the Board submit to the Common Council a favorable <br />recommendation on the above referred to alley vacation subject to <br />the providing of the necessary turning radius and any other <br />pertinent information requested for public safety or access and <br />subject to any and all utility easements. Ms. Humphreys seconded <br />the motion which carried. <br />OPENING OF BIDS - THREE (3) NEW OR LOW MILEAGE 1989 OR 1990 MODEL <br />VEHICLES FOR THE POLICE DEPARTMENT DETECTIVE BUREAU AND FILING OF <br />APPLICATION FOR BIDDER QUALIFICATION <br />This was the date set for receiving and opening of sealed bids <br />for the above referred to equipment. It is noted that this is a <br />re -bid for these vehicles as bids received on November 27, 1989 <br />were rejected by the Board on December 11, 1989. The Clerk <br />tendered proofs of publication of Notice in the South Bend <br />Tribune and the Tri-County News which were found to be <br />sufficient. <br />Board Attorney Jenny Pitts Manier advised that the bid submitted <br />by The Hertz Corporation, 2400 East Devon Avenue, Suite 380, Des <br />Plaines, Illinois was not on the required State Board of Accounts <br />Form #95 and she therefore recommended that it be rejected. Mrs. <br />DeClercq made a motion that the bid be rejected as non -responsive <br />to bidding requirements. Ms. Humphreys seconded the motion which <br />carried. <br />The following bids were opened and publicly read: <br />GATES CHEVROLET CORPORATION <br />401 South Lafayette Boulevard <br />South Bend, Indiana 46601 <br />Bid was signed by Mr. Charles Lindzy, Fleet Manager, Non - <br />Collusion Affidavit was in order and a ten per cent (100) <br />Bid Bond was submitted. <br />BID: Three (3) New 1990 Chevrolet Corsica 4 door sedans: <br />Each: $ 9,647.53 <br />Net Bid for three (3): $28,942.59 <br />MERCHANTS RENT A CAR, INC. <br />1278 Hooksett Road <br />P.O.
