Main Street, JMS Building, <br />South Bend, Indiana: <br />Dear Mr. Horvath: <br />August 12, 2016 <br />Please accept this letter as our written request on behalf of our clients, JMS Development LLC and <br />Centier Bank, to ask for approval of an encroachment easement for a proposed "projecting sign" at the <br />JMS Building, 106 North Main Street, South Bend, Indiana. <br />JMS Development LLC, is the present owner of the JMS Building. The properly is zoned CBD — <br />Central Business District under the City of South Bend Zoning Classifications. JMS Development LLC is <br />in negotiations to lease office space to Centier Bank at the JMS Building. As part of the proposed lease <br />agreement, Centier Bank desires to have two (2) signs placed on the exterior of the JMS Building to <br />identify their location at 106 North Main Street for their patrons. The two signs consist of a proposed <br />"projecting" Blade sign to be placed at the southwest corner of the JMS Building. This proposed <br />projecting sign would be oriented to be seen from both Main Street and Washington Street. It would be <br />attached to the existing building with metal brackets. This projecting sign would encroach into the public <br />right-of-way of both Main Street and Washington Street. There will be a minimum 10 feet of clearance <br />between the bottom of the sign frame and the top of the public sidewalk. This projecting sign would <br />contain internally illuminated channel lettering. <br />The proposed signage meets the development standards for signs under the present zoning <br />classification for the "CBD" Central Business District for the City with approval from the City of South <br />Bend Board of Public Works for the proposed projecting sign encroaching into the public right-of-way. <br />Based on the Design Guidelines for signage in the South Bend Central Development Area, the two <br />(2) proposed signs for Centier Bank would require approval of Waivers for their location, type and size. <br />More specifically the following is being requested: <br />A). Proposed "projecting" Blade sign: <br />1. Approval by the Board of Public Works to allow for an encroachment easement for the proposed <br />"projection sign" which would have a maximum projection from the building fagade of 55 inches.
