<br />PURPOSE AND INTENT
<br />The City of South Bend, in creative and affirmative partnership with City residents, private enterprise, neighborhood
<br />and community organizations, and the Federal Government, is committed to the national housing objectives of
<br />"creating a suitable living environment, decent housing, and economic opportunities" for all persons. In attempting
<br />to achieve these objectives, the City of South Bend has identified this project to address "creating a suitable living
<br />environment." Additionally, the City has determined that, for this project, there is a need to secure the services of an
<br />organization with special expertise. Therefore, program funds will be utilized through South Bend Heritage
<br />Foundation, Inc. (SBHF) to conduct CDBG Activity Delivery.
<br />TARGETED GOALS
<br />The targeted goal for the SBHF CDBG Activity Delivery Project (16-JC-15) is to increase the Agency's capacity to
<br />develop housing assisted by HOME and CDBG funds for low -moderate income households. The funds will assist
<br />with the following efforts:
<br />• Community advocacy activities;
<br />• Design, construction and/or rehabilitation of residential properties;
<br />• Design, construction and/or rehabilitation of commercial properties;
<br />• Counseling of potential new homebuyers;
<br />• Organizing and evaluating potential co-op residents;
<br />• Selling properties to income -eligible households;
<br />• Mortgage investment/down payment assistance;
<br />• Foreclosure counseling;
<br />• Business assistance activities serving low to moderate income areas;
<br />• Promote effective partnerships;
<br />Outcome: The requested CDBG funds will increase the organization's ability to develop properties through
<br />rehabilitation or acquisition of housing. Support will enable the organization to pay costs relative to program
<br />delivery to assist low- and moderate -income persons obtain homeownership, aid in the prevention or elimination of
<br />slums or blight, and work to meet urgent community needs relative to property development projects in the Near
<br />Northwest Neighborhood of South Bend.
<br />If, for any reason, there is difficulty in achieving this goal, the Agency must notify the Department of Community
<br />Investment of the problem(s) so the matter(s) can be rectified in a timely manner.
<br />Households with income in the low or moderate income range (as defined from time to time by HUD) are eligible
<br />applicants for assistance under this activity. Annual limits as of March 28, 2016 are:
