(574) 235 -9321 <br />September 20, 2016 <br />PVTJ1 <br />G: <br />Common Council <br />City of South Bend Indiana <br />41h Floor County -City Building <br />227 West Jefferson Boulevard <br />South Bend, Indiana 46601 <br />(574) 235 -9173 Facsimile <br />Members of the Common Council <br />4th Floor County -City Building <br />South Bend, Indiana 46601 <br />Dear Council Members: <br />(574)235 -5567 TTY /TDD <br />Filed in Clerk's Office <br />SEP k 12016 <br />KAREEMAH FOWLER <br />CITY CLERK, SOUTH SEND, IN <br />On May 9, 2016, the Common Council adopted Resolution No. 4570 -16, which formally appointed <br />an agent /negotiator to represent the Common Council for this year's police negotiations. <br />On behalf of the City's Advisory Negotiating Team, the attached Bill is filed as a place holder to <br />begin the formal legislative process in "fixing the annual pay and monetary fringe benefits of <br />sworn members" of the South Bend Police Department as authorized by Indiana Code § 36 -8 -3- <br />3, ¶ (d). <br />In light of the ongoing labor negotiations which are being conducted in good faith, as well as in a <br />fair and positive manner, it is anticipated that a substitute bill will be filed for Common Council <br />consideration as negotiations progress. <br />We ask that this Bill be referred to the Council's Health and Public Safety Committee, and set for <br />2nd & 3rd readings and public hearing for October 10"'. In the event that labor negotiations and <br />related ratification procedures are still ongoing, the Bill may be requested to be continued to a later <br />date, to protect the integrity of the entire negotiating process.
