2 <br />REGULAR MEETING <br />JULY 15, 1991 <br />The regular meeting of the Board of Public Works was convened at <br />9:37 a.m. on Monday, July 15, 1991, by Board President John E. <br />Leszczynski. Also present were Board members Katherine Humphreys <br />and Patricia E. DeClercq as well as Board Attorney Jenny Pitts <br />Manier. <br />APPROVE MINUTES OF PREVIOUS MEETINGS <br />Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys <br />and carried, the minutes of the regular meeting of the Board held <br />on July 8, 1991 were approved. <br />NORTHSIDE ARMY RELOCATION PROJECT: <br />-- ADOPT RESOLUTION NO. 29-1991 - APPROVING THE SALE OF 1733 <br />NORTHSIDE BOULEVARD TO THE COMMUNITY FOUNDATION OF ST. JOSEPH <br />COUNTY, INC. (FORMERLY THE CIVIC FOUNDATION (NORTHSIDE) <br />-- ADOPT RESOLUTION NO. 30- 1991 - APPROVING THE SALE OF THE <br />FORMER MAPLE LANE SCHOOL TO THE COMMUNITY FOUNDATION OF ST. <br />JOSEPH COUNTY, INC. (FORMERLY THE CIVIC FOUNDATION) <br />- APPROVE LEASE ASSIGNMENT - NORTHSIDE BOULEVARD ARMORY <br />- APPROVE EXCHANGE AGREEMENT <br />- APPROVE ENVIRONMENTAL DISCLOSURE STATEMENT <br />Mayor Joseph E. Kernan was present and asked the Board for its <br />favorable consideration of the above referenced documents. <br />Mayor Kernan stated that this transfer process has been going on <br />for over three and one-half (3 1/2) years and has been an attempt <br />to provide additional space to IUSB for expansion purposes. The <br />action taken to make the armory facility located on Northside <br />Boulevard available to IUSB has been a long and complicated <br />process. <br />Mayor Kernan advised that the Board has before it today for <br />execution an Exchange Agreement that will also be executed by the <br />Army. He noted that negotiations have been going on for the last <br />couple of years with the Department of Defense as well as other <br />agencies who have all been involved in this matter. The Mayor <br />stated that the first step was the former Maple Lane School being <br />given to the City by the South Bend Community School Corporation <br />with the school now being transferred to the Civil Foundation. <br />This sets in motion the required Agreements between the Civic <br />Foundation, the Army and IUSB. <br />The Mayor noted that the result of this process will be the Army <br />moving into the former Maple Lane School and the renovation of <br />the Northside Boulevard facility for classroom space by IUSB. It <br />is anticipated that the Northside Boulevard facility will be <br />ready for use as classrooms in the Fall of 1992. <br />Mayor Kernan thanked Mr. David Roos of the Department of Economic <br />Development and Mrs. Jenny Pitts Manier of the City Attorney's <br />office for their hard work on this project. Mayor Kernan also <br />thanked a number of past and present Congressmen and Senators for <br />their assistance in .securing various funding making this project <br />possible. <br />Mayor Kernan further noted that the access road to the Maple Lane <br />School has been completed and keeping the concerns of the <br />neighborhood in mind, access from the facility will be off of <br />Ironwood. <br />F-� <br />1 <br />1 <br />
