ADDENDUM #1 TO <br />AGREEMENT FOR PROGRAMS AND SERVICES WITH <br />NORTHEAST NEIGHBORHOOD REVITALIZATION ORGANIZATION <br />(REDEVELOPMENT OF VACANT OR DEMOLISHED PROPERTIES) <br />NEIGHBORHOOD STABILIZATION PROGRAM 3 <br />15-JO-21 <br />THIS ADDENDUM (the or this "Addendum") is made effective the 1 iday of <br />SQn j'YlW , 2016, by and between the CITY OF SOUTH BEND, INDIANA, a <br />municipal corporation organized and operating under the laws of the State of Indiana, acting by <br />and through its Board of Public Works (collectively the "City") and NORTHEAST <br />NEIGHBORHOOD REVITALIZATION ORGANIZATION (the "Organization"). This <br />award is granted under CFDA 14.218, Neighborhood Stabilization Program 3 (NSP3), <br />Department of Housing and Urban Development, Office of Community Planning and <br />Development, Grant Number B-11-MN-18-0011. <br />WHEREAS, the City and the Organization are parties to an agreement entitled <br />"AGREEMENT FOR PROGRAMS AND SERVICES WITH NORTHEAST <br />NEIGHBORHOOD REVITALIZATION ORGANIZATION (REDEVELOPMENT OF <br />VACANT OR DEMOLISHED PROPERTIES) NEIGHBORHOOD STABILIZATION <br />PROGRAM 3" entered into on October 27, 2015 (the "Agreement'); and <br />WHEREAS, this agreement is entered into as the Addendum to the NSP3 Contract to <br />modify certain terms and conditions expressed in the NSP3 Agreement; <br />NOW, THEREFORE, the parties agree as follows: <br />1. RECITALS which is incorporated in the NSP3 Agreement, shall be and is hereby <br />amended and the following section is revised and replaced as follows: <br />WHEREAS, the City is empowered under the authority of Ordinance No. <br />10097-11 adopted by the South Bend Common Council, the legislative body of <br />the City, pursuant to Indiana Code § 36-1-3-6(b)(1) to enter into this Agreement; <br />and <br />WHEREAS, the City finds that there are neighborhoods within the City <br />of South Bend which have vacarA parcels or parcels containing sub -standard <br />structures which will be demolished by the City and which neighborhoods contain <br />a significant number of low and moderate income individuals and families and <br />which are at risk of developing the conditions set forth at Indiana Code § 36-7-1- <br />3 without additional services being provided in those areas; and <br />WHEREAS, the Organization is an Indiana not -for -profit corporation, <br />whose mission is to develop communities with people in need by building and <br />
