REGULAR MEETING <br />MARCH 4, 1991 <br />1 <br />Ll <br />OPENING AND AWARD OF BID - SALE OF CITY -OWNED PROPERTY - 514 <br />WALNUT STREET <br />Mr. Leszczynski advised that this was the date set for the <br />receiving and opening of sealed bids for the sale of City -owned <br />property at 514 Walnut Street, South Bend, Indiana. Mr. <br />Leszczynski further advised that the property has an appraisal <br />value of $140.00. The Clerk tendered proofs of publication of <br />Notice in the South Bend Tribune and the Tri-County News which <br />were found to be sufficient. The following bid was received: <br />MR. EUGENE J. KOWALIK BID: $140.00 <br />320 North Brookfield <br />South Bend, Indiana <br />It was noted that Mr. Kowalik owns the property located at 512 <br />Walnut Street adjacent to the above referred to property. <br />Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys <br />and carried, the bid of Mr. Eugene Kowalik in the amount of <br />$140.00 was accepted and the matter referred to the City <br />Attorney's office for the drafting of the appropriate Purchase <br />Agreement. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACT <br />The following Community Development Contract was presented to the <br />Board for approval: <br />SOUTH BEND HERITAGE FOUNDATION <br />SOUTH BEND HERITAGE ADMINISTRATION <br />The targeted goals for this activity are to provide <br />administrative and service support for neighborhood programs <br />within the Near West Side neighborhood, particularly within <br />the boundaries of the West Washington/Chapin Revitalization <br />Project, to provide housing assistance in the West <br />Washington/Chapin neighborhood, to provide commercial <br />assistance in the West Washington/Chapin neighborhood and to <br />identify four (4) potential housing or commercial units for <br />rehabilitation in 1992. The total cost of this activity <br />shall not exceed $45,000.00. <br />Upon a motion made by Ms. Humphreys, seconded by Mrs. DeClercq <br />and carried, the above referred to Contract was approved and <br />executed. <br />APPROVE AGREEMENT FOR STAFF SUPPORT - INDUSTRIAL REVOLVING <br />FUND/ECONOMIC DEVELOPMENT DEPARTMENT <br />Mr. Leszczynski advised that an Agreement for Staff Support, <br />between the Trust known as The Industrial Revolving Fund of South <br />Bend, Indiana and the City of South Bend, by and through its <br />Board of Public Works on behalf of its Economic Development <br />Department, for the period January 1, 1991 to December 31, 1993. <br />has been submitted to the Board for approval. <br />The Agreement indicates that the City will perform services as <br />set forth in the Agreement for the sum of twelve thousand dollars <br />($12,000.00) for the twelve (12) months beginning on January 1, <br />1991, nineteen thousand dollars ($19,000.00) for the twelve (12) <br />months ending December 31, 1992 and twenty-six thousand dollars <br />($26,000.00) for the twelve months ending December 31, 1993. <br />Payments shall be made quarterly beginning April 1, 1991. <br />Ms. Marcia Townsend, Department of Economic Development, advised <br />that this Agreement provides for the same services that have been <br />contracted before between the IRF and the Department of Economic <br />
