REGULAR MEETING <br />SEPTEMBER 28, 1992 <br />$19,634.00. Mrs. Mueller made a motion that the recommendation <br />be accepted and the low bid be awarded. Mr. Leszczynski seconded <br />the motion which carried. <br />AWARD BID - HDC BLOCK PARKING AREA - MONROE PARK REDEVELOPMENT <br />AREA <br />In a Memorandum to the Board, Mr. Carl P. Littrell, Director, <br />Division of Engineering, informed the Board that he has reviewed <br />the four (4) bids received on September 21, 1992 for the above <br />referred to project. Mr. Littrell recommends that the Board <br />award the low bid of Northern Indiana Construction, Inc., P.O. <br />Box 1333, Mishawaka, Indiana, in the amount of $51,236.45. Mr. <br />Caldwell made a motion that the bid be awarded as recommended. <br />Mr. Leszczynski seconded the motion which carried. <br />AWARD BID - BLACKTHORN GOLF COURSE <br />Mr. Carl P. Littrell, Director, Division of Engineering, advised <br />members of the Board that on August 31, 1992, ten (10) bids were <br />received and an eleventh rejected, for the construction of the <br />Blackthorn Golf Course. <br />Mr. Littrell stated that he has reviewed the bids and found that <br />the amounts of the bids agree substantially with the amounts read <br />at the Board meeting. However, there are some discrepancies with <br />each and all of the bids. <br />Mr. Littrell clarified that a typographical error on the bid <br />proposal form caused bidders difficulty understanding the <br />estimated quantity of one (1) item. He noted that they used the <br />same quantity to recalculate all bids. The amounts of the <br />discrepancies on that item amount to no more than four hundred <br />dollars ($400.00). Several other discrepancies arose from <br />arithmetic errors in calculating the extensions of unit prices. <br />The amounts of differences between what was read and the <br />corrections are not sufficient to alter either the low apparent <br />bidder or the relative ranking of the other bidders. <br />Therefore, the lowest bidder on the base bid and any combination <br />of alternates is Salyers Golf Construction, Inc., 1900 Blayney <br />Road, Sunbury, Ohio, and Mr. Littrell recommends the award of <br />this bid for the base bid amount of $2,253,034.30. <br />Board Attorney and Member Mary H. Mueller noted that this award <br />is subject to issuance and sale of bonds by the South Bend <br />Redevelopment Authority to provide funding for the project. <br />Therefore, Mr. Leszczynski made a motion that the recommendation <br />be accepted and the bid be awarded subject to funding. Mr. <br />Caldwell seconded the motion which carried. <br />AWARD BID - BLACKTHORN GOLF COURSE CLUBHOUSE OUTINGS SHELTER AND <br />PUMP HOUSE <br />In a Memorandum to the Board, Mr. Carl P. Littrell, Director, <br />Division of Engineering, advised that on August 31, 1992, the <br />Board received and opened four (4) bids for the above referred to <br />project. Mr. Littrell noted that he has reviewed those bids and <br />the low bidder Casteel Construction Corporation, P.O. Box 628, <br />South Bend, Indiana, has asked to be allowed to withdraw its <br />bid. It is noted that the bid of Casteel Construction has been <br />reviewed by Mr. Carl P. Littrell and Board Attorney and Member <br />Mary H. Mueller and it has been determined that Casteel <br />Construction will be allowed to withdraw their bid due to a <br />mathematical miscalculation in their bid. Therefore, Mr. <br />Littrell recommended that the second low bid in the amount of <br />$754,303.00 submitted by Ziolkowski Construction, Inc., P.O. Box <br />1106, South Bend, Indiana, be awarded. <br />u <br />1 <br />
