29 <br />REGULAR MEETING AUGUST 3, 1992 <br />The biathon will involve both running as well as biking. The <br />proposed distances are a 3.1 mile (5K) run, followed by an <br />18.6 mile (30K) bike race, followed by the same 3.1 mile (5K) <br />run. All proceeds for this event will benefit the <br />HealthStart Dental Clinic. <br />Mr. Newbold stated that the race would begin at 8:00 a.m. <br />from the parking lot adjacent to the Knights of Columbus <br />Hall, 813 North Michigan Street. Routes for both the running <br />as well as the biking events were submitted with the <br />request. The biking portion of the race should be completed <br />by 10:00 a.m. and the final run by 11:00 a.m. They <br />anticipate about three hundred (300) participants. <br />Ms. Liz Peralta, 1313 East Wayne South, South Bend, Indiana, <br />submitted to the Board an Application For Use Of And Blocking <br />Of Access.To Public Right -Of -Way For A Party Or Similar <br />Event, requesting that East Wayne South, on two (2) sides of <br />the island to Sunnyside, be closed on Saturday, August 29, <br />1992, from 3:00 p.m. to 9:00 p.m. for a neighborhood block <br />party. <br />APPROVE TRAFFIC CONTROL DEVICE <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Caldwell <br />and carried, the following one (1) traffic control device was <br />approved: <br />1. REMOVAL OF: Traffic Signals <br />REVISED TO: Stop Sign <br />LOCATION: Walnut and Washington <br />REMARKS: Traffic study shows signals do not <br />meet warrants. Will be on flash for <br />sixty (60) days. Amber flash for <br />Washington and red flash for <br />Walnut. Two -Way Stop Signs for <br />Walnut will be installed on <br />September 28, 1992. <br />APPROVE RELEASE OF CONTRACTORS AND EXCAVATION BONDS <br />Mr. Larry Spradlin, Sr., Division of Engineering, recommended <br />that the following bonds be released as indicated: <br />EXCAVATION BONDS <br />1. Culligan Fire Protection, Inc. Release Eff. 8-3-92 <br />2. Rolando Hernandez <br />1127 Sylvan Lane <br />South Bend, Indiana <br />CONTRACTORS BOND <br />1. Troyer Construction <br />Release Eff. 8-3-92 <br />Release Eff. 8-3-92 <br />Therefore, Mr. Leszczynski made a motion that the recommendation <br />be accepted and the bonds be released. Mr. Caldwell seconded the <br />motion which carried. <br />FILING OF CERTIFICATE OF INSURANCE <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. Mueller <br />and carried, the Certificate of Insurance for the following was <br />accepted for filing: <br />
